The Presidential System In Central Asia: The Evolution In The View Of Authoritarianism

After the independence of the five central Asian countries, their political system changed fundamentally, which exerted profound influence towards no matter the domestic political situation or the international political changes. On specific choice of system, they have the same choice-presidential system, which embodied the intercommunity of the five central Asian countries and also deeply reflected their common rule on seeking independence,rich and strong. This paper choices political system as the breakthrough point and hopes from this part to drive the integer to find the political development direction and rule after the independence of the five central Asian countries.The distinct character of the presidential system of the central Asian countries is "one big president alone", which has the form of decentralization but no the essence of balance and embodies the distinct character of authoritarianism. This paper takes authoritarianism as the theoretical support and interpreters the central Asian presidential system changes by it. The character of the five countries' political development is formed by the integrated affection of manifold factors and the result of all parties game. So the central Asian presidential system owns its uniqueness and its originality compared with western countries. These characters affect the domestic political tendency of the central Asian countries on political situation and enrich the research contents of Comparative Politics on theory. This paper will get the clearer character and limitation of central Asian system by comparing the central Asian presidential system and the western presidential system.Another key problem of change is: the future tendency. How will the central Asian political system develop is also decided by the growth and decline of the integrated game of manifold factors. Democracy seems the best choice of political development nowadays, however, the various terms of realization of democracy make the development long and tortuous. During the process we have to consider: whether the only development direction and pattern could meet all the countries' needs; whether the independent countries have autonomy.
