Since Russian social transformation, the research to its political system has becomea hot spot of academic circles. The presidential system of Russia becomes a topicwhich the scholars argued and the appraisal is various. This thesis is based on theobjective facts, using historical, legal texts, comparative and qualitative analysismethods, in line with the theory of state system, tries hard to carry on a morecomprehensive analysis and research to the presidential system of Russia, thus has aclearer understanding to Russian political transition.The presidential system of Russia is produces as a result of the reform of formerSoviet Union's political system. It was gradually established along with the domesticpolitical struggle of Russia. The presidential system of Russia has some distinctivecharacteristic to the presidential system of other countries. It is "the super-presidentialsystem" for the president's power is enormous and lack of constraints. The ownhistory, politics, economy, cultural tradition and faced complex situation of Russia isthe main factors of establishment of such a system. During the Russian transformation,"the super-presidential system" safeguards national unity and political stability, butbecause of its own shortcomings, it hinders the development of democracy andindependence of government. With Russia's social development, "thesuper-presidential system" will not evolve into dictatorship, nor can exist for a longtime.From Russia's political transition process, we can see that the nationaldemocratic development should not blindly copy the mode of other countries, must bebased on their own characteristics and find a suitable system of the national condition.
