With the development of the global economy, the development of communication technology and the enlargement of the common people's influence in political arena, political paradigm has been shifted. The traditional diplomacy can't accommodate itself to development of the new international conditions, as a new type of diplomacy, public diplomacy emerges as the time requires. Public diplomacy is seeking to promote national interest, national security and foreign policy of a state through mutual-understanding, informing and influencing foreign publics as well as broadening dialogue between two countries. The United States is a country that emphasizes especially public diplomacy. Public diplomacy has been a part of the United State's foreign strategy. The terrorist attacks on September11, 2001 changed the political agenda of America and highlighted the importance of the public diplomacy in improving the image of the United States abroad especially in the war against terrorism. So American public diplomacy after "9·11" have some evident characteristics compared to the past. What did the Bush Administration want to do about public diplomacy and how did it adjust to the new situation emerging from the terrorist attack of "9·11"? How will the implementation of American public diplomacy influence the world, especially developing countries? This project will try to provide some explanation in this field.This paper has three sections:I first discuss the background of Bush administration's public diplomacy policy, which is the social conditions and theory source of public diplomacy. Though different scholars have different conception of diplomacy, public diplomacy reflects a trend in the content and theory basement.And then analyses the rising, the content, the adjustment, and the implementation of U.S policies after "9·11", including the content,the characteristics,the aims of the Bush's public diplomacy in responding to the negative image in time.The essence and the effectiveness Bush administration's public diplomacy is surveyed in the third section of the paper, the basic aim of Bush administration is to serve for U.S. national security strategy and the national interests, it is the important tool of American for figuring for hegemony .The idea of public diplomacy policy can give other countries some helpful suggestions. With the peaceful rise of china, public diplomacy is in urgent need. So this paper can provide some suggestions how to conduct Chinese public diplomacy effectively.
