A Study On The Impact Of Preparatory Constitutionalism Activity In Late Qing Dinesty Over Mongolian Area

The constitutionalism activity in late Qing Dinesty is an up down reformation activity that Qing regime adopted under specific historical setting. During this period, the Qing government carried out a variety of policies and measures with obvious national traits and area characteristic in Mongolia area. Among these new policies towards Mongolia, it is those policies, which includes the policy of forced cultivation of Mongolia land, the policy of setting up Mongolian towns, the policy of enhancing the military government of Qing Dinesty, the policy of totally changing the policies towards Mongolia and the policy of depriving all the rights and interest originally owned by Mongolian, that had exerted great influence on the fate of Mongolian history, and brought remarkable changes in the Mongolian politics, economy and society. Such a policy with unified goal, in some aspect, had achieved expected effect in certain area. Therefore the policy also served to strengthen the self-defence of frontier area, and had positive effect on the resistance towards foreign countries. Meanwhile, the trasmission of western civilization and advanced culture into the Mongolian area which is located in the north boeder area, brought new life into the long-closed Mongolian society. Some royal family had put forward various new suggestions, and meanwhile built up some new school, post office, commercial bureau, which helped the reform and developemnt of the politics, economy and culture in Mongolian area and the strengthening of the border protection.Based on the exploration of the historical setting of the policy changes in Mogolian area during the period of the Qing dinesty's constitutionalism activity, the present paper investigated the practical implementation of the Qing dinesty's constitutionalism activity, and in particular analysied the embodiment of the Qing dinesty's constitutionalism activity and its new measurement. In the end the author proved the great influence the late Qing dinesty's constitutionalism activity had on the politics, economy and society of the Mongolian area.
