After the eight-nation allied forces invaded China,the Qing Dynasty entered its last decade.Public opinion increasingly favors constitutional salvation,and the Qing government began a new political movement.Broadly speaking,the New Deal in the late Qing Dynasty began roughly in 1901 with the release of the New Deal and continued until the Qing Dynasty.In the meantime,it can be divided into two stages.The first stage was roughly to 1905.During this period,the imperial examination system was abolished,and the new army was reformed and reformed.The second stage began in 1906.The theme was to follow the example of a constitutionalism.The first step in the constitutional reform was to reform the official system.The bureaucracy reform that took place around 1906 was also called the Bureaucracy Reform.It was carried out to lay the foundation for the imitation of constitutionalism.The official system reform has its profound historical background,and its occurrence is also deeply rooted in this background: First,the reform of the official system was deeply affected by the old system of the Qing Dynasty and the practice of the political struggle in the late Qing Dynasty;Second,the official system reform has pinpointed the Qing court to get rid of Domestic and foreign troubles,the real purpose of rejuvenating the national situation.Third,the development of the constitutionalists and the rise of the revolutionary party have had an important influence on the theoretical basis and development direction of the bureaucracy reform.After the preparations for the constitutionalism,after the Guangxu and Cixi died,the pace of the Constitutional Constitution of the Qing dynasty was completely upset and was being dealt with.The Wuchang Uprising finally broke out,and the Qing government's ruling collapsed.After the Qing government decided to reform the bureaucracy,there were different opinions on the reform plan.The main controversy points lie mainly in whether to take responsibility for the cabinet system and whether the local government should carry out major reforms.At the end of the Qing Dynasty,decision-making did not take responsibility for the cabinet system,and local bureaucracy did not undergo major reforms.The official system reform did not reach the expected goal.In view of this article,there are at least two reasons for the reasons why it has not reached the expected target.First,differences existed betweenthe rulers and political elites and political elites in the late Qing dynasty in terms of concepts,interests,etc.,and they failed to integrate effectively and form a common understanding of reform.Second,the official system reform failed to develop in accordance with its own logic and became a victim of political struggle.Although the official system reform in the late Qing Dynasty failed to achieve its expected goals,it still has historical significance.Its significance lies in the process of transforming traditional Chinese official systems into modern state systems.
