The Research Of The Organization In Crisis Management Of The Government

There are 56 races and many different climate types in china, which is 960, 0000 square kilometers. China has broad ground and rich culture. However, it also exists many possibilities of crisis incidents. The big flood in the summer of 1998, the pneumonia occurred in the spring of 2003 all leaves serious damages in economic, politics and the spirit of Chinese people. In the beginning of 2008, it occurred heavy snow and Tibet matter which have the big influence to China. Face to all these crisis, how Chinese government should do to decrease the damages to the society.In the 50 years from China was founded, the government has gotten many achievements in crisis management, such as founding the system of crisis management, which includes different departments and different types of crisis. In recent years, some local administrations also founded the integrated department to lead and coordinate crisis management. But in general, the realization of crisis of the government and people in China is not mature at all; the crisis management in China also has a long way to go. The first condition of crisis management of government is to establish integrated organization in government to afford the responsibility of crisis management. In China, there are so many disadvantages of the organizations in government which are responsible to crisis management, such as the scope is too small, the function is not integrity, the position of staff in these organizations is lacking and so on. These disadvantages lead to the crisis management organizations of China can't afford the core of the matter. It's no need to doubt that in such organization, the effect of crisis management in China is so small.This article is main in the design of the organization in China's government. It is incredible that integrated and effective organizations is good to get in and out the information about the crisis correctly and quickly, is good to integrate the inner source of government and the source in society. Through the analysis of the structure of organizations of crisis management in the USA and Japan, it can be found that they all have established the organizations which are function integrated, structure completed not only in country level but also in the local government. And in China, it nearly has no crisis management organization except for the crisis management office which is belonged to the state council. The system of crisis management in China is lack of the integrated organizations. The author designed the crisis management organization for country level and local government in China, which is based on the practiced conditions of China. In the country level, the author designed a Nation Safety Committee, which has five attachments: Nation Safety Meeting, Safety Consultant Department, Crisis Information Department, News Center and the Center of Emergence. These five departments have each staffs and responsibilities. In the local government, the author also designed the corresponding organizations for the crisis management in China.The author hopes to contribute to the establishment of the system of crisis management in China through designing the crisis management organizations of government.
