The police power is an indispensable part of state power and its justification base on the requirement and obligation of the state and society. Essentially implement the police power and safeguard the civil rights is the game of power and right. In general people think the police power is in inverse proportion to the civil rights, expand the police power means the contraction of civil rights. Meanwhile, the abuse of police power must cause the invasion of civil rights. Thus, in order to safeguard the civil rights, we have to restrain the police power. But, as a matter of fact, power originated from right, and right depends on power. Both have the same character that can be transformed and promoted each other. In the public ownership of means of production society, they can achieve a positive game. Therefore, this paper on the basic principle that expansion of the police power must promote the civil rights, will focus on analyzing the relationship between police power and civil rights, Probing into the reason of the expansion and alienation. In addition, the paper will comprehensively analyze the regulation and supervision of the police power.The paper first studied the concepts, characters and essence of the police power, defined the administrative attribute, and analyzed the function and justification from the history aspect. At the same time , the thesis explained the expansion of the police power at present stage;explored the relationship between the police power and civil rights from power to right and supply to demand. Meanwhile, the chapter inquired some values of the police power, such as: service and cooperation .Its fundamental principles are finance taxation,market failure theory and concepts of public goods and public choice. At last, on the basic principle that expansion of the police power must promote the civil rights, focused on analyzing the reason of alienation, and the regulation of the police power.
