Administrative culture is one important part of harmonious society, and it is indispensable for building such society, which has been proposed as the task for China in the Sixth Plenary Session of the Sixteenth Central Committee. By means of historical and comparative analysis, the thesis draws on the achievement of western administrative culture for reference to appraise and carry on traditional administrative culture in China, in the hope of putting forward requirements and measures for administrative culture in harmonious society; thus, the thesis has had certain theoretical meaning and practical value.The whole thesis falls into five parts. The first serves as an introduction, showing briefly the background and value of the research as well as the main structure of this thesis. The second provides definitions of administration, culture, and administrative culture, explaining structure and social function of the culture. The third analyzes various features in different historical periods of China's administrative culture. Traditional administrative culture in China has both essence and dross, containing positive factors such as thoughts of democracy, utility, rules of virtue, change and harmony, whereas having negative elements like autocratic monarchy, patriarchal clan system, bureaucracy, closeness, and exclusion. The administrative culture built since the foundation of PRC is looking on the people's interest as the principle and serving the people whole-heartedly as the purpose, but it still is spoilt by vestige of feudalist ideology and infiltration of exterior harmful cultures. The fourth acts as an illustration part of historical evolution of western administrative culture, clarifying the positive references for building administrative culture in harmonious society. The fifth proposes the guiding ideology for building administrative culture in harmonious society and shows the characteristics the culture would prove to own. The final explains the measures for the building task through the perspectives of cultures of administrative system, administrative ideology, and administrative psychology.
