With steady economic growth in China, between urban and rural areas, regions,different social groups, economic, political, cultural, social and ecological harmony inall areas are constantly moving goal, which inevitably requires a harmonious societyGovernment construction accomplish much more dominant force, especially living in thepilot position requires administrative culture of continuous innovation, in order to achievethe government to accelerate the modernization of management and service-orientedgovernment building. Administrative culture and behavior through physical and chemicalenvironment and deep-seated beliefs and value system specification constraints thinkingmembers act regulating factors of disharmony contradictions, conflicts, etc., so that theadministrative body and administrative relative person’s ideas constantly updated, inorder to advance the administrative organization, update management change. Harmonyadministrative culture is not only an important part of building a harmonious society, it isimportant to building a harmonious society and lead a powerful invisible force. Improveadministrative efficiency of government and building a socialist harmonious society, wemust have an advanced administrative culture.Currently, our country government administrative agencies still go out of bloatedstreamline circulation cycle, some administrative personnel lack of sense of responsibilityand mission, formalism and bureaucracy, hedonism and luxury wind prevailing still exist,caused the people’s dissatisfaction with hatred or resentment, seriously restricting theconstruction of socialist harmonious society. Administrative culture is the soul of theadministration. Therefore, the study of administrative culture is an important and urgenttask. This paper first describes the theoretical basis of the administrative culture-relatedstudies and analysis of relevant concepts and then demonstrates building a socialistharmonious society will inevitably requires transformation of administrative culture ofinnovation, elaborated on the basis of a harmonious administration of cultural heritageand draw on the analysis of existing administrative culture in the presence of a majorproblems and their root causes. Finally, the path, the construction of a harmoniousadministrative culture from four aspects:1) to optimize hardware facilities, strengthenenvironmental foster harmonious administrative culture;2) to improve the construction ofadministrative organization, the concept of innovation system, strengthen the spirit ofharmony administrative culture shaping;3) to standardize administrative processes, improve qualities harmony administrative culture;4) to improve the institutionalmechanisms to strengthen the fundamental guarantee of harmonious administrativeculture.
