Research On Measures Of Construction Of Harmonious Administration Culture On District Government Level

Administration is not only a management activity, but also it is a kind of cultural aspirations. The administrative culture is an important part of social civilization. It is produced by the spirit of the administrative practice of the results, and it constructs the overall social and cultural system with other areas of culture. In the past, administration concerned about hardware, relying on administrative systems and procedures for administrative regulations; today, the government pays more attention to people's thinking and value. From improving efficiency, quality of work point of view, it teaches executives the specific content of administrative culture so as to form consistent up and down the administrative sense, administrative concepts, administrative action, administrative style and administrative qualities, thereby contributing to all executive officers have a strong sense of mission and responsibility, arousing their enthusiasm in work, improving administrative efficiency.In this article, the author based on administrative theory, administrative cultural theory, the theory of building a harmonious society, analyzing the district government building harmonious administrative cultural background and objectives, the relationship between district harmonious administrative organization and the construction of harmonious administrative culture. The author visited government agencies of Dalian, combined with open interviews and questionnaire surveys by administrators. Then the author understood that the district government building harmonious administrative culture faced many problems. Such as the construction of harmonious administrative culture did not attract enough attention, the negative impact of the conflict both old and new administrative culture to the primary culture, the contradiction between local administrative organization "selfishness" and higher "global concept", the conflict of harmony administrative culture in advance with the primary practical and pragmatic nature, the disharmony between district government organizational culture and social various grass-roots organizational culture, the incoming of the Western administrative concept caused the conflict and collision of culture, and so on.In this paper, from the case analysis point of view of Shahekou district administrative culture, the author put forward the vision of selecting and constructing district government harmonious administrative culture patterns and mechanisms, and thought district government harmonious administrative culture models include service-oriented model, PFP-type model, law-type model, incremental patch type model, chih-type mode; The author also put forward to inproving the construction mechanisms of district government harmonious administrative culture, including the establishment of the spirit of highlighting the Chief Executive to lead the value-oriented mechanisms, development of administrative law, professional discipline to regulate his legal restraint mechanism, advocacy practice what they preach, and dedicated self-discipline management mechanism, promoting good administrative traditions, highlight the overall characteristics of the government image of the times shape mechanism. The paper had great practical significance.Finally, the author researched to the social environment and the construction experience of Shahekou District harmonious administrative culture on this paper, and aimed to improve the attention of district government harmonious administrative cultural construction.
