The Research On The Dilemma And Countermeasures Of Performance Measurement Of Government In China

Performance Measurement of Government is not only an important theory problem, but also an important realistic problem too. It has many functions that can't be replaced, such as reviewing the government's ability, supervising the government's behavior, improving the government sector's efficiency and inhancing the relationship of government with the society public etc.Since the 70's of 20th centuries, along with the improvement of all countries governments' cost-consciousness and the citizen's supervising-consciousness, along with the higher and higher requirements of all countris' people for their governments' work efficiency, Performance Measurement of Government was given of the big value and suffered with the great favor by their governments, became an important measure that adopted quickly and widely by the reformation of the western government, and had obtained some positive results. Along with the continuous administration machnism reform and the establishment of the market-oriented economy machnism step by step, as a kind of management intruments, Performance Measurement of Government was introduced to our country in the late 90's of 20th centuries, and was put into practice which brought positive influences at some local governments and sectors early or late. But, the practice also make clear that performance measurement of our government is in it's initial stage, which exists many problems and shortcomings, in addition, because of the inertial influence of the original system and the challenge of traditional ideal to the new things, Performance Measurement of Government has gone into dilemma. Therefore, we must proceed from the actual situation to find the countermeasures that apart from the dilemma of Performance Measurement of Government, improving the level of performance measurement of our government continuously. It is also the primary purpose of this dissertation.The thesis starts from the theories analysis of Performance Measurement of Government, giving a definiton of it, explaining it's significant meaning from the generality, and finding it's ecology environment in our country combined with the traditional system and culture. Secondly, taking the western countries for example, especially England and America, this paper introduces the concrete operations and the main experiences of Performance Measurement of Government briefly in western countries, summarises it's main character systematicly. Thirdly, from the present situation of our country to start, it summarises the several main modes of performance measurement of our government, then, as the purpose of discovering problems, it analyses the main causes that make performance measurement of our government into the dilemma detailedly from three directions---ideas,machnism and technology. Finally, in order to resolve the existed problems, on the basis of forming the guiding ideology and value orientation of performance measurement of our government, it puts forward concrete countermeasures which apart from the measurement dilemma .
