The Problems And Resources Of Performance Measurement In County Government

Government performance measurement is an effective management tool. It can play an important role in improving government performance, supervising government behavior, making better government image and credibility. Simultaneously, government performance becomes an issue and hotspot which is noticed by society and public administrative practice. A great achievement has been made in theoretical studies and practice of Chinese government performance measurement, but county government performance measurement is in its infancy now, there are many drawbacks, so it is necessary for us to make an intensive study of performance measurement which is to link with practical situation.This article studies county government and investigates that how to perfect county government performance measurement. Firstly, this article introduces the basic concept, proposes theoretical basis of government performance measurement: Scientific Management and New Public Management .This article makes clear to us the status, authority and affect of county government, as well as tell us why the performance measurement of county government is very important and the significance. Secondly, according to some typical cases and linking theory with practice, this article reconsiders achievement which happen to performance measurement in our county government, but also exist problems .Thirdly, this article analyzes the reason that bring about problems in county government performance measurement, including management concept and value orientation of county government, lacking democratic development, and it's own internal dynamic, technology, institutional arrangement and so on. Finally, using multi-disciplinary research theories and method management, including management, philosophy, sociology, and politics, economic and so on, this article proposes some strategies which can optimize county government performance measurement. We must carry out scientific development perspective and Green GDP, develop multiply trend, strengthen the system, correct the value orientation of based on human beings, choose scientific methods, make standardization of the procedures, and establish reasonable government performance measurement system.The proposal made in the paper can not only shed light on the theories relevant to county government performance measurement, but also give some guidance to the practice of county government performance measurement.
