On The District Government's Public Service Functions Of Disabled Citizens

This paper mainly aims at probing the failure of the district government's public service functions for disabled citizens.Taking Guangzhou Yuexiu District as a case study,this research has made two questionnaire surveys separately.Based on these surveys,it focuses on the main functions,approaches and effects of public services that the present Yuexiu District Government has provided for disabled citizens.What are discovered can be summarized as follows:Firstly,the Yuexiu District Government has failed to meet the disabled citizens' demand,to define the scope of public services functions scientifically,and to establish a system of scientific communication;Secondly,the provider of public services for the disabled citizens remains exclusively the government,the typology of the disabled citizens is flawed,the non-user-friendly process of public service for disabled citizens increases their burden and other defective aspects of public service;Thirdly,the execution of policies concerning public service is short of completion,the disparity between the funding invested and the need of disabled citizens are huge and other ineffectiveness of public service.After an analysis of these issues,this paper puts forward the policy proposals.The scope of district government's public services functions for disabled citizens is redefined as follows:the basic and the core function is comprehensive safeguard.It includes constructing the non-barrier environment,maintaining and managing the public service organizations,establishing an effective communication system,making and implementing the public service plans,formulating and carrying out the public policies,etc.Under the principle of intensification and under the leadership of government,the public service system for disabled citizens could be more effective by introducing the third sector,establishing a restricted mechanism of appraisal of achievements according to financial investment and so on.The research shows that,firstly,the system of public service in district government is a critical bottom line for the disabled citizens by which they obtain fair opportunities.Secondly,the system of public service for the disabled citizens should persist in the principle of fairness by way of focusing on their basic needs.This paper focuses on the needs of the disabled citizens,but no further research and discussion is included.It is based on the two questionnaire surveys,but the quantity and the quality of samples is not so perfect.More data concerning the public service for the disabled citizens are not available,and the analysis of the social workers for the disabled citizens remains unsatisfactory.Although these imperfections need for improving in future research,it is hoped that this research could be beneficial to the system of public service for the disabled citizens.
