"Public Opinion 110": N City Citizens Review Policing Research

Since the 1990s,influenced by the "New Public Service Movement" in the West,the Chinese government deepened its administrative structural reform.It initiated a journey of constructing a "Service-oriented Government",and emphasized that the government performance and the quality of public services should be evaluated by the citizens.In the past 10 years,the public security organs of China,as important government sectors,have been actively responding to this reform trend.They have been striving to develop the public opinion-oriented police service,and to build a "Service-oriented Police Force" to the satisfaction of the public.During the reform process,the public security organs of China should put on an urgent agenda the establishment of a scientific police service performance evaluation mechanism that pays equal importance to the "citizens’ evaluation" and the "business performance",with the citizens as the main evaluators.Over the years,although the public security organs of China have accumulated some useful experience in carrying out the practice of citizens evaluating the police service,there still lacks a set of scientific,effective practices that can be replicated and promoted.Therefore,an in-depth discussion is needed in the academic circle.Using the methods of literature research,case research,comparative research,interview research,etc.,this paper is unfolded as follows:Firstly,focusing on the public security organs of China’s deepening the citizens’ evaluation-oriented police service reform,it gives a brief review of the background of the goal to build a"Service-oriented Government" of the Chinese government,that is,the influence of the "New Public Service" reform trend in the West,and the development history of the extensive practice of the public security organs of China s in organizing the citizens’evaluation on the police service activity,following the trend of valuing the public opinions.Secondly,it defines and interprets the related concepts and theoretical basis of the research on citizens’ evaluating the police service.Then,it carries out an empirical research on a typical practice case of citizens’ evaluation of the police service,"Public Opinion 110" of City N.It summarizes the practices,features and results of this mechanism from the research perspective of public administration,analyzes the deficiencies of this mechanism and the reasons,and puts forward the following practical countermeasures to optimize the paths for N citizens to evaluate their police service,by combining the beneficial enlightenments of the western citizens’ evaluation of the police service and the general experience of China’s citizens’evaluation of the police service.First,the legal and institutional guarantees for "Public Opinion 110" should be strengthened,so that the N citizens can evaluate their police service according to relevant laws,regulations and rules.Second,the procedure for“Public Opinion 110”should be optimized to ensure the full participation of N citizens:It should include a more scientific selection of the evaluators,the setting of evaluation indicators,and a comprehensive adoption of the qualitative and quantitative evaluation methods.Third,the application of the“Public Opinion 110" results should be improved:A deep application and feedback of those results should be executed at the Public Security Bureau of N,and a scientific use of the positive incentive effect of those results on the Public Security Performance Assessment should be encouraged.Fourth,the social environment and civic cultural environment of N citizens’ evaluation of the police service should be optimized,the concept of serving the people and a correct performance concept of N’s police force should be enhanced,the democratic consciousness,the sense of responsibility,and the ability level of N citizens’ participation in the police service’ evaluation should be improved,and a positive two-way communication between the public security organs and the civic should be enhanced.The conclusion of this paper is:The establishment of a scientific citizens’evaluating the police service mechanism can help the public security organs constantly improve its law enforcement and service level,promote the high-quality development of the public security work,and arouse the citizens’ democratic awareness to take an active part in the administration and discussion of state affairs.For example,the public can obtain their expected and required public security service through participating in the public security service evaluation.However,such mechanism can’t be established overnight It requires the joint efforts of the citizens,the government,and the society to sum up more gains and losses in further practice.
