Study Of Policy Implementation Obstructions And Countermeasures Of Public Cultural Services Policies For The Disabled In Beibei District

The phenomena of the disabled are the cost of the development of human beings and are the manifestation of human diversities.The protection of the rights and interests of the disabled people in a country largely reflects its social civilization and the protection of human rights.A comprehensive and well-off society is a society that includes all social members.People with disabilities are both beneficiaries and important participants and builders for comprehensive and well-off society.However,due to the limitations of its own physiological factors and the influence of the external environment,the overall status of the spiritual and cultural life of disabled people in China is currently not optimistic.The help for disabled people not only needs the help of their basic material life,but also needs attention to their spiritual and cultural life.They need to promote the public cultural services to the disabled groups.Since China introduced the concept of ‘public cultural service system' for the first time in 2005,the Central Government and the Chongqing Municipal Government have promulgated a considerable number of policies and regulations to promote the development of disabled people's public cultural services.However,‘apprentice laws cannot be executed by their own,' and there are many obstacles to the implementation of public cultural service policies for the disabled,which hinders the realization of public cultural service rights for the disabled.Advocating the equalization of public cultural services,effectively implementing relevant public cultural services policies for the disabled,and realizing the achievements of development are shred by the disabled people are the inevitable requirements for building a comprehensive and well-off society,and they are also essential in the issue of socialism with Chinese characteristics in the new era.Beibei District of Chongqing Municipality is a demonstration area for national public cultural services.Taking this region as a sample of the study is a good sample demonstration effect on the implementation of public cultural service policies for the disabled people.This article is mainly divided into seven parts,and it has systematically explored the effectiveness,obstruction characterization,obstruction reasons and treatment measures of the implementation of public cultural service policies for the disabled people in Beibei District.The first part introduces the research background and research significance of this article,summarizes the domestic and foreign related literature,explains the research ideas,research methods and the key points and difficulties of this article;the second part defines the related concepts,mainly including public cultural services,Obstacles to the implementation of public cultural service policies,policies,and policy implementation,and combing the theoretical framework of this article;the third part,based on the four factors of Smith's policy implementation process model of ‘policies-execution subject-execution object-execution environment' in analyze the paradigm design and issue questionnaires;In the fourth part,we analyze in-depth the effectiveness and obstruction characterization of the implementation of the public cultural service policy for disabled people in Beibei District.And we find out that there are improvement in the public cultural service policies for the disabled people and in facilities and service contents in Beibei District.But there are also policy implementation obstructions such as perfunctory implementation,selective implementation,and alternative implementation;In the fifth part,through in-depth research and empirical investigation results,it has been found that public cultural service policies for the disabled people Lack of clarity and Rationality,the preference of policy executives and their inappropriate methods in the implementation process,the specificity of the object of the disabled,and the low recognition of the cultural policies of the disabled,and the natural implementation of public cultural service policies for the disabled Environmental factors such as politics,economics,and social psychology are the root causes of obstruction to the implementation of public cultural service policies for the disabled people in Beibei District;In the sixth part,based on the empirical findings of public cultural services for the disabled people in Beibei District,it is proposed that a special public culture for disabled persons should be established.Service policies and the establishment of mechanisms for popular participation in policy formulation;through the promotion of policy executives' cognition,improvement of their administrative methods,strengthening of communication and coordination among departments,and establishment of incentive and restraint mechanisms to standardize the behavior of policy-executing entities;through raising awareness and education and establishing consultation dialogues.Mechanisms to increase the enthusiasm of disabled people to participate in public cultural services;improve the political,economic,and social psychological environment of disabled people to participate in public cultural services,ensure the rights of disabled people in public cultural services,and realize the basic and equal development of disabled people's public cultural services;In the last part,we do a conclusion for this article and summarize the research results of the implementation of public cultural service policies for the disabled people in Beibei District.
