Research On The Public Service Performance For The Disabled Purchased By Local Government

With the development of the society and the economy in our country, as well as the change of government functions and the improvement of the public requirements to public service, the purchase of public service becomes an important means for the government to provide public service. As a new policy, the purchase of public service by the government is the inevitable trend for social development, which requires the government to change from the policy maker and service implementer to the purchaser and the supervisor, to further simulate market vigor and improve service performance. The disabled is a group of huge and special people, the demand to public service by whom is much stronger than that of the healthy people. In April 2014, six ministries and commissions including Ministry of Finance, Ministry of Civil Affairs, Ministry of Housing and Urban-Rural Development, Ministry of Human Resources and Social Security, National Health and Family Planning Commission and China Disabled Persons' Federation released “Opinions on the Pilot Work of Government Purchasing the Disabled Service”, indicating the government purchasing the disabled public service work will be developed in pilot sites in some regions, and will be further promoted to the whole country.Taking the government purchasing the disabled vocational training as the example, and aiming at the problems having influence on performance in the process and result of the vocational training to the disabled, this article develops methods such as interview and questionnaire and starts from government cost, public satisfaction, purchase efficiency, social justice and social benefit, to conduct analysis to related data in questionnaire; by combining the interview to service objects and project data collection situation, it conducts research on the performance of vocational training to the disabled of A City of Sichuan Province. According to the research, the vocational training performance of the disabled of A City of Sichuan Province is relatively high, mainly embodying on aspects of public and transparent purchase procedures and high satisfaction of service object, and there is still space for improvement on aspects of government cost and purchase efficiency. On the basis of the description to the performance of public service of the disabled purchased by local government, the author conducts analysis on the performance of public service of the disabled purchased by local government from five aspects including government transition, purchase standards, supervision feedback, performance evaluation and social organization cultivation. On the basis of arranging basic vein, carding related theories and clarifying implementation situation, according to the author, the undefined purchase mechanism, imperfect supervision and evaluation mechanism and low professional standard of the social organizations of helping the disabled are the main factors having influence on the public service of the disabled purchased by the government.Aiming at the above problems, the author proposes to improve the suggested countermeasures to improvement the public service performance of the disabled purchased by the government from three aspects. Firstly, standardize laws, regulations and purchase standard, and try to perfect purchase regulations, details purchase contents and perfect purchase mechanism; secondly, strengthen supervision feedback and performance evaluation, with the emphasis of formulating perfect overall supervision mechanism, establishing supervision mechanism aiming at service object, or establishing the third party professional evaluation mechanism and enriching the filed of expert database services for the disabled; thirdly, take efforts to cultivate social organization and improve quality level, including the standardizing the quality identification to the social organization helping the disabled, and increase the support to the social organizations helping the disabled on aspects of policy, fund and resource, as well as increase the guidance to the social organizations helping the disabled. It is expected to realize the optimal configuration to the service resources for the disabled by the research of the public service performance of the disabled purchased by the government, to perfect the service system for the disabled.
