Building Of A Harmonious Society In The Process Of Government Management Innovation

Innovation is the soul of the development of a nation,and the inexhaustible power for a country's development. Among the innovation of different aspects in the society,the innovation of the government management appears especially important and urgent. Government management innovation, no matter in developed countries or in developed countries, is closely related to the prosperity of national economy and the development of harmonious society. Since the 80s in the 20th century, China has experienced five great government institution innovations, and the innovation adapted to the demand of the improvement of our economy system innovation and the development of the productivity, and then it stimulated the rapid development of the economy and society. But as the result of the influence of the history and the special national situation, there are lots of problems in the administration management system, such as the wrong role of the government, the lag of the government function conversion, the severe deficiency of the public service, the unsoundness of the innovation measure. Currently, our government puts forward the magnificent objective of constructing the socialism harmonious society. As our country enters into a new stage of building the well-off society and accelerating the construction of socialist modernization,the people's material and ethnical living standard goes up to a new stage,and people's ideological and cultural quality has been generally improved. The government management and the public service are therefore asked to rise to a higher level. Meanwhile, the construction of the perfect social market economy system, the coordination development of the"four civilization", the adaptability of globalization and the information age, the improvement of the reigning and management ability of the government and the involvement of the worldwide government reformation challenged the government's original management model. Therefore, government management innovation must be enforced.The report of the Party's seventeenth NPC put forward that we should build a government of service, and it directed the 6th administrative management system reformation clearly. The second section of the seventeen's NPC points out the importance and urgency of the deepening of the administrative management system and the reformation of the government institution, and to build the reformation goal of Chinese characteristic social administrative management system before 2002. At present, new administrative management reformation has been started. Therefore, it needs us to enforce the theoretical research of the government administration innovation, to speed the progress of the government administration innovation, and then to stimulate the government to advance its self-construction and management system innovation, to deal with the deep problem in our economic society development, to better advance the construction of well-off society and harmonious society.The thesis is based on lots of documents, and it combines two analyzing methods. It insists on the principle of methodology, and places the management innovation under the harmonious society to do the research of the government management innovation in the progress of forming harmonious society. The first part states the intension and basic requirements of the government management innovation, the intension and feature of the harmonious society. This part emphasizes the necessity and importance of the government management innovation. The second part discusses the content of the government management innovation including management theory, management concept, function location, the innovation of the structure, system and management method. The third part discusses five main problems the government management innovation faces including unawareness of service consciousness, inaccuracy of the function location, irrationality of the institution setup, imperfection of the management system, unscientific management style. And it analyzed the season in six aspects: such as the traditional concept, old administrative culture, management system, the official's quality, management method. The fourth part points out the ideology of the government management innovation, five basic principles we should follow and five relationships we must deal with. It also put forward the seven measures of the government innovation according to the content of the innovation.The government management innovation in our country is a complex and comprehensive reformation progress. It concerns many aspects including the sense transformation of the government management, the adjustment of the government power, the transformation of the government management model, the transformation of the government role and the reconstruction of the government function. Among these, the transformation of government role is the core of government management innovation; the government management innovation must be realized through the transformation of government role. It demands the government carry out its function thoroughly, perform its economy management function well and meanwhile realize the homonym of the public profit, rationalize the relationship between the government and market,government and society, perfect the government's society management system and public service system, advance the innovation of the government operation mechanism, realize the goal of the government management innovation.
