Harmonious Management Of The Road: The Chinese Government And Management Innovation

The promotion of the innovation of governmental management is the inherent requirement of upholding Marxism-Leninism, Mao Zedong Thought, DengXiaoping Theory and the important thought of the Three Represents, and of fully implementing scientific outlook on development. It is an essential task of developing marxism to speed up the reform of administrative management and achieve the goal of the innovation of governmental management. To promote the innovation of governmental management is an urgent need of improving the socialist market economy. In accordance with the great social and economic reform, the transition of the pattern of governmental management under the socialist market economy must be sped up. First, the improvement of socialist market economy requires the marketization of governmental function and the legalization of governmental management. Second, the improvement of socialist market economy requires the rebuilding of the inner management of the government, with commerialization as its orientation.As a public organization, the government aims to serve the public and increase the interests of the public. Therefore, borrowing the successful experiences of enterprise management, and using the enterprise spiruit to reform the government for the better quality of the governmental management, are indispensable to the reform of the inner management of the government. The promotion of the innovation of governmental management is the necessary requisition of the coordinated development of the socialist material, political and spiritual civilizations. It is aslo the requirement of developing socialist democracy and constructing the socialist legal system. The goal of building a well-off society in an all round way demands the overall promotion of socialist material, political and spiritual civilizations and the achievement of the coordinated development of the three civilizations. Adhering to the human-oriented thought , establishing the outlook of scientific development and the right view of achieving political merits, are the only roads to the achievement of the three civilizations. This requires that the government should put emphasis not only on the economic index, but also on the indexes of human beings, resources and environment, and it also requires that the government should strengthen the functions of social management and service, make overall plans and take all factors into consideration, plan with the due consideration of all concerned, promote the overall development of economy, society and the human beings. To reach the above mentioned goals, government at all levels must actively push forward the innovation of governmental management, better the governmental functions, reform the managing ideas, systems and methods, to provide a powerful guarantee for the overall construction of a well-off society. The promotion of the innovation of governmental management is the necessary requirement of adapting to the changes of the times, improving the administrating ability of the CPC and the governmental management level. In the new historical era, esp. when our party put forward the historic task of strengthening the administrating ability and constructing the socialist harmonious society, the study of the innovation of governmental management is not only necessary in terms of reality, but also has theoretical significance and scholaristic values.First, this paper discusses the theories and practices concerning harmonious management in modern and ancient times, home and abroad. In ancient China, there were some harmonious thoughts such as harmony with distinction, cherishing the value of harmony, the doctorine of the mean, the ideal world and the thought of ruling by means of ceremony. Special emphasis had been placed on harmonious beauty in old west, and harmonious thinking is introduced into the fields of political economy and social management by political scientists and economists. These thoughts have provided theoretical reference and experiences for the innovation of governmental management.The second part of this paper analyses the basic contents of harmonious management theory: the basic connation, basic thinking and characteristics , and classification of contents of harmonious management theory. It has analyzed the effect of the theory of harmonious management on the innovation of governmental management: directing the management practice, achieving the double directions of governmental management, promoting the systemic harmony of governmental management, creating a harmonious atomosphere for governmental management. During the process of the construction of harmonious society, the key of govenmental harmony lies in the achievement of the harmony of the governmental management .The third part of this paper discusses the disharmonious phenomena in govenmental management: the disharmony between goals and behaviors, the disharmony of funtions, the disharmony between policies and implementation, disharmony of rules, the disharmony between images and authority, and the disharmony between managing systems and technology. This part also expouds the causes for the disharmonious phenomena: the out-of-date administrative ideas, the disorder of administrative functions, the drawbacks of administrative systems, the inappropriate behaviors in administrative management, the low quality of administrative body, and the narrow view of administration.Based on the above analysis, the last part of this paper gives a detailed discussion about the innovation of governmental management. First, it points out the principles for the innovation of governmental management to follow, i.e, sticking to the outlook of scientific development, upholding the leadership of CPC, and dealing with properly the relationship between reform, development and stability. Then, it puts forward the creative thinking of governmental management pattern: the innovation of thinking, goal-setting, functions, and that of organization and technology, and the construction of a harmonious world.
