China is at the time of the reforming now, Social reforming time today, the question of the "three agriculture" has become the bottleneck of the development of Chinese economy and the society, but the agricultural laborer question is occupies core region of the question, involves many complex topics, therefore it also becomes the question of the hot spot of the various disciplines and domain research. There have been many studies about the maintaining agricultural laborers' right and interest, in which researchers give various ideas from different perspective. But the most fundamental research all believed, because the our country implements the long-term dual separation policy of the city and countryside, structure of the industry and the city and countryside occurs seriously departs from, the dual household register system not only deepened the isolation of farmer and the citizen in the aspect of economy , politics, culture and society, but also caused the agricultural laborer lose the right simultaneously which should have as the citizen .Therefore, the most scholars suggested: abandon the household register system, for the agricultural laborer by the national treatment, establish the social security system which the city and countryside organically links up. The author thought that these viewpoints are not comprehensive. Therefore, this article elaborates the essence of the agricultural laborer question in the aspect of economy, politics , culture and society systematically and produces the suggestion of correlation the policy.Present paper basic structure is: The first part is an introduction, mainly is studies the question from the social background to make an outline to the agricultural laborer's present situation. The second part for the present paper is the theory part, elaborates the harmonious social basic idea from Marx and Engels and so on the classical writer to as well as we to the social harmonious theory development angle of view, proposed our country is occupying the social reforming time, but constructed the harmonious social goal and the agricultural laborer community's survival condition forms the striking contrast, the agricultural laborer question currently has become one of the no-harmonious factors to us...
