On Social Welfare Thought Of Blair & Policies Of Labor Party Government

As one of the main parts of the "The Third Way" Theory and Practice, Blair had innovated British Welfare System to a large extent and had a great influence on British society and British Labor Party for which his policy had broke through that of traditional labor party. Studying his policy carefully and summarizing its experiences and lessons help judge the direction of European Democratic Social Party, and it has a great meaning to the construction of socialism harmonious society.The essay is to analyze Blair Social Welfare Thought and Social Welfare System Innovation Process by Blair Government. It contains four parts. In chapter 1, the author had analyzed the flaws of traditional welfare and had explained the innovation of the Conservative Party, which is about formation and characteristics of British Traditional Welfare System. That is an introduction for the later parts; Chapter 2 and chapter 3 are the main parts. Chapter 2 is about Social Welfare Thought of Blair, whose addressing theory is welfare view of Democratic Socialism, and whose starting point of theory is 'The Third Way' theory, which seek for social welfare System, and whose theory basis is 'The Third Way' theory of Anthony Giddens. Social Welfare thought contains Help and Affection, Coordination between Economy and Welfare, Active welfare Policy and Social Investment State mainly. Then, the author shows its position. Chapter 3 is about Innovation of Social Welfare by Blair Government, which is on Annuity Innovation, Unemployment Protection System Innovation, Public Service System Innovation (Including Medical Treatment and Education). It adjust the organization mode of Social Welfare System, and make social organization and institution function well, and cultivate spirits of self-management and self-independence so as to convert welfare from negative to active. Chapter 4 is on the meaning. Firstly, protection must be given to disadvantaged minority from society so that the society is stable; secondly, to coordinate welfare increase and economy development; thirdly, To demarcate Right and Responsibility between State, Society and Individual to establish social welfare system of sustainable development. Based on facts of nation, establishing social welfare system is an important question for each ruling party to solve carefully.
