Advance The Healthy Development Of The Third Sector, Promote The Constructing Of The Socialist Harmonious Society

At present, China is at a vital turning point, when various social contradictions show up.Therefore, an important strategy is put up forward at the 16th People's Representative Conference, that is, to construct a harmonious socialistic society. The third sector is a bridge that connects government with the society, as well as an important complication of the modern society frame. It is nonpolitical, non profit, voluntary and common wealthy, and it has the advantage of agility, creativity and close to the public, it will play an important role in constructing a harmonious society.The paper, which is based on analyzing relevant thoery views, researches and analyzes deeply the development procedures and conditions of our third sector. And it provides countermeasure suggestion on the way how the third sector of our country is advanced. It is made up of three parts. The first part is mainly about some foundamental problems such us the proposition and the intension of socialist harmonious society, the proposition and intension of the third sector. The second part, combined with history and reality, analyzes the social background and development process of the third sector of our country. On the basis of the overall analysing the present situation of the third sector, we have analysed it's problems from six aspects, such as management of the legal system, management system, oversight mechanisms, competition between organizations, resources and talented person. The third part is countermeasure analysis. Before analysing, the importances that the third sector have displayed in constructing the socialist harmonious society have been analysed first. Then elaborates overall mentality that how the third sector advance the development of socialist harmonious society, and provides countermeasure analysis combining the problems of the development of our third sector at this stage: first, sounding management of the legal system; second, reforming management system; third, consummating oversight mechanisms; forth, protecting fair competition; fivth, expanding financing channels; sixth, strengthening personnel training. The writer uses several research methods in the thesis, such as the method for literature and information, the method for comparison, the method for evolution, etc. In the concrete, the method for literature and information is used in the study on the explanation of active roles that third sector has displayed in the constructing of socialist harmonious society. And the method for comparison is used in the third chapter; the writer generalizes the countermeasures that advancing the development of the third sector through comparing the management system in British, the United States and China.on the basis of analyse, the conclusion is educed: The third sector in China should reply the construction of socialist harmonious society actively, enhance it's own quality, and develop harmoniously with the whole society.
