A Study On The Coping Strategies For Public Emergency In Anhui Province

With the escalation of globalization and the coming of information age, various public emergencies occur one after another in human society. They have also assumed increasing momentum in China after the outbreak of SARS in 2003 against this general background, which casts a negative impact on the harmonious development of Anhui. Therefore, what calls for the attention of the study on current government management is to construct modern public emergency coping strategies with Anhui characteristics starting from the actual condition of public emergency management in Anhui province so as to elevate the overall public emergency coping abilities of the government and that of the whole society. With the basic theories about public emergency and public emergency management as the starting point, this thesis analyzes the general situation of public emergency occurrence and its development in Anhui, its impact, characteristics and causes, and then proceeds to analyze the current condition of building up the public emergency management system, keeping the focus on summarizing the existing problems at the same time, which serve as the basis for the thesis to come up with its own integrated human-oriented coping strategies for public emergency in the end.The thesis is composed of six chapters. Chapter 1 is an introduction of the research background, significance, train of thought, and the research frame. In chapter 2, the related concepts of public emergency and its management are presented, and on this basis, the theoretical basis of public emergency management at home and abroad, such as Theory of Social Conflict, Theory of Responsible Government, and Theory of Public Governance, etc. is elaborated. Chapter 3 introduces the general situation, impact, characteristics and causes of public emergency in Anhui province. Chapter 4 expounds on the current condition of public emergency management in Anhui plus the existing problems therein, and then points out the challenges in this aspect. Chapter 5 integrates theory with practice and puts forward public emergency coping strategies applicable in Anhui Province. Chapter 6 comes to the conclusion and points out future research directions in the field.
