The Research On Government's Pre-warning Mechanism For Emergent Public Events

In company with the rapid development of economy and technology, emergent public events have frequently happened in the world-wide range, while the frequency is on the rise. China, during a period of "economic transformation" and "social transformation" , is also suffering from different kinds of emergent public events, and it's economic development and social harmony have been seriously impacted. Happening of significant emergent public events, such as SARS, Bird Flu, mine disaster in Liaoning, water contamination in songhua river arouses the Chinese governments' awareness of the importance of emergency management, and the urgency of establishing emergency management system. However, the swift and effective government's pre-warning mechanism for emergent public events is quite essential for the scientific, efficient and well-operated system of emergency management. It can not only supervise and prevent the emergent public event before it happens, but also enable the government to deal with the public crisis smoothly even after it happens, so as to reduce losses of the events and maintain the social order. Compared with the developed countries, the construction of government's pre-warning mechanism, on the stage of beginning, exists lots of problems, which makes the emergent public events management always too passive. Therefore, to establish an effective and efficient pre-warning mechanism for emergent public events has been an important and urgent task of our government.In this paper, it firstly summaries some concepts of emergent public events and emergency management, and then it wholly explains the specific contests of government's pre-warning mechanism. Based on these arranges, this paper introduces further the practice of emergency and government's pre~warning management, summaries the construction achievements on pre-warning, and then focuses on discussing problems of the construction of pre-warning mechanism and analyzing the relevant reasons. In the next part, it sums up the experiences from government's pre-warning mechanism of the USA, the Japan, and the Russia, and draws lessons from them. At last, from the aspects of pre-warning principles, crisis conscience, organization systems, operation mechanism, system construction, emergency plans, and warning insurances, it puts forward some suggestions on constructing the government's pre-warning mechanism based on our current practice in this field.
