Abstract: By pointing out the current situation and problems of informationdissemination in emergent situation with the reference to the main elements inLasswell’s model of communication, this research claims to set emergency responseplan as the starting point to improve the situation of information dissemination.Through the analysis of information-related rules and instructions in typicalemergency response plans in China, it was found that the focused content are vague inexpression and weak in application in some way. It was concluded that for betterinformation dissemination, more attention should be paid to improve the applicabilityof emergency plans and to make plans better coordinated with the reality. Suggestionsinclude sticking to information release principles, stressing the responsibility of maincommunicators, designing different content for different stages of communication,optimizing the model of cooperation among individuals and organizations as well aspromoting public’s interest and participation in emergency planning.This study goes back to the origin of problem and attaches great importance tothe elementary function of emergency response plans during contingent informationmanagement.Chapter1introduced research background, method,definition of relevantconcepts and literature review; Chapter2illustrated the situation and problems ofcurrent information dissemination in emergent events according to maincommunication elements; Chapter3analyzed current rules about informationdissemination in the emergency plans and their problems; Chapter4illustrated howthe characteristics of emergent events influenced the process of informationdissemination and in which way they can provide positive instruction for a betteremergency response plan; Chapter5introduced the advanced experiences from otherareas; the last chapter raised possible suggestions to optimize the response plan.
