Mass disturbance as a universal social phenomenon exists objectively in any country and is a hard problem faced by governments due to the influence from politics, economy, legislation, society. In this paper, the properties and source of mass disturbance in China have been investigated in depth by analyzing various kinds of mass disturbance in the society and referring to conflict theory and public governance theory. The results show that the basic features of mass disturbance in China are diversity of origins, versatility of subjects, amplification of propagation, programming of organization, complexity of contradiction, and severity of expression. A main substantial cause for mass disturbance is readjustment in benefits of ranks and groups as well as the corruption phenomenon, bureaucratism, and work style of formalism. By analyzing the mechanism of mass disturbance coped by local government, it is suggested that the major obstacle for local government to cope with mass disturbance is how to avoid the implementation difficulties, how to unblock the mechanism, how to coordinate the unity of mechanism, and how to prevent the improper ways and unbalanced assessment system. The countermeasures of safeguard mechanism for local government to cope with mass disturbance are suggested as following: First,To strengthen the environment construction of the law of security system to cope with mass disturbance. Second,To perfect working mechanism for mass disturbance, such as dispute-solving mechanism, conflict- mediating mechanism, site-processing mechanism, and remedial mechanism. Third,To improve social security mechanism. Fourth,To reinforce social self-adjusting mechanism. Fifth,To improve the government administration mechanism.
