The Research On The Working Mechanism Of Prevention And Disposal Of The Mass Disturbance By Police

During the past 30 years of reform and opening up,Chinese society has entered a period of transition which experienced comprehensive and significant historical changes.The adjustment of economic structure has caused all-round and structural adjustment of the whole social system,from production mode to life style,interpersonal relationship to value and economic life to spiritual life.On the one hand,this historical change makes our society,economy,politics,culture has been comprehensive development and progress,and on the other hand it also caused a lot of social problems,contradictions,and even conflict.It caused mass disturbances which the scale is growing,the form of the trend tends to be fierce,and some even develop into playing,smashing,robbing,burning and other serious criminal events.Mass disturbances continue to threaten our society harmony and stability and become the key and difficult problems which the party and the government can not avoid to solve.Premier Zhou Enlai once said that "The national security,the police in half." At the beginning of the establishment of the police,the police was given an important historical mission.As the country's violent organs and security forces,the police is not only responsible for social security management,combat criminal and disaster relief and other major tasks,but also bears the prevention and disposal of mass disturbances and the maintenance of social stability.To build a socialist harmonious society puts forward higher requirements on the police work.On the one hand,the police must prevent and control the occurrence of mass disturbances;on the other hand,the police must deal with mass disturbances to maintain the social order stable and maintain a harmonious relationship between the police and the people,and offer better service for the party and the government.Correct understanding of the mass disturbances in our country will give full play to the functions of the police and put forward the prevention and disposal of suggested countermeasures of mass disturbances.And it also has important practical significance for realizing the great rejuvenation of "Chinese dream".Through consulting a large number of literature,from the perspective of grassroots police,the author combines with own work experience for many years engaged in police and sited disposal about the experiences of mass disturbances,further studies the characteristics and classification of mass disturbances during social transformation in China,explores its formation mechanism,and then forms multi-angle,all-round to science,correctly understanding for mass disturbances.And on the basis of the above,the paper emphasizes the basic principles and role positioning of the prevention and disposal of mass disturbances of the police in the work.Then the author combines with the regional situation and the cause of the mass disturbances in Hainan,in-depth analyzes the defects of Hainan province police in the disposal of S town,Haikou city's mass disturbances.At last,the author puts forward perfect prevention and disposal of mass disturbances by the police of Hainan province countermeasures and suggestions which bases on the analysis of the case.This article's innovation lies in how to better prevent and properly handle the current mass disturbances by carrying on the detail carding and working mechanism of the related elaboration from this perspective of the police.The author hopes that the Hainan province police at all levels to handle mass disturbances increase level and ability has a certain reference value in this paper.Also,the author hopes to coordinate related government functional departments to coordinate and accumulate certain reference value to the study of social public security.This is also the author's original intention.
