disturbances in China were no very active in a certain historical period,but along with the advancement of reform and opening up as well as the deepening of political system reform and economic restructuring,significant changes have taken place in social structure and different interest groups have appeared.The contradiction between lacking of government's ruling ability,the relative lag rule of law construction and the improvement of people's democracy consciousness,contradiction between the weak understandings of law and the enhancement of their consciousness of rights safeguarding,as well as the contradiction between the land compensation benefits in the urban construction and the social security system,have jointly constituted the potential source of the outbreak of mass disturbances in China.At the same time,the steady growth of our country economy and the improvement of political environment,as well as the improvement of our country's international status and international reputation,have formed a huge contrast with the social problems in some foreign countries,such as the frequent financial crisis,the obvious economic recession as well as frequent wars in some countries because of the double democratic standards.Overseas hostile forces which fear China's being stronger and some domestic separatists act in collusion to create riots.This is the complicated situation of mass disturbances in China,thus it needs us to understand the situation clearly and adopt different treatments.Therefore,how to dispose mass disturbances in China is a complex work.This paper first analyzes the basic concepts and characteristics of mass disturbances,and sums up the causes of mass disturbances in our country.Mass disturbances refer to all kinds of collective events with negative effect,i.e.,some people gather together to express their certain demand,ensure their own interests or abreact their discontent towards the society.From the procedure,mass disturbances are unlawful activities,but the cause of the events may be not illegal.Mass disturbances show interest tendentiousness,and the demand is always the diverse interests' demand.Many people will be involved in such events;they want to achieve their emotional purpose by violent confrontation means;there are often a variety of causes which are relatively complex;however,most of the events are caused of economical interest disputes,which mean that our market system is not yet sound.Mass disturbance always breaks out suddenly,but once it is formed,it will spread quickly;others will be affected by the atmosphere and thus they will become irrational and follow the violent behaviors blindly.The main reasons for mass disturbances are some relatively prominent social contradictions which cannot be solved timely,such as labor disputes,environmental pollution,disputes of land acquisition,medical disputes and religious conflicts.Moreover,the emerging information transmission system may be multifarious and the causes were very different;the regional distribution was haphazard,thus the processing difficulty are rising continuously.According to the survey,at present,our country has been formulating and perfecting the mechanisms for preventing mass disturbances,such as decision-making mechanism,early warning mechanism,interest expression mechanism,responsibility assigning mechanism,and mechanism of social contradiction resolution,which have made certain achievements.However,there are also many problems: relevant laws and regulations are not sound,legal basis for disposing events are absent,early warning mechanism is lag,the information is not public,the government's credibility is insufficient,the treatment effect is poor as well as public interests appeal channels are stagnant.The core of the article,i.e.,the third part,completely discusses the ideas of perfecting emergency response mechanism for mass disturbances in our country.Firstly,Make preparations for mass disturbances emergency disposal to prevent the events break out,including strengthening propaganda of public opinions and social supervision,revealing the truth in time through the media,preventing uninformed masses to be used and reducing the mass base of mass disturbance,strengthening the transparent and open of the government public information platform,dispelling the suspicion of the masses and giving no opportunity to rumors.Secondly,correctly handle the public relations between the masses and the government at the grass-roots level,take the mass line,change the style of work,and guide the masses rights according to law.Optimize the structure of society,build a harmonious atmosphere for public opinion and reduce social frictions.Perfect the policy system,balance the interest groups,and eliminate factors of mass disturbances from the source.At the same time,the security administration authority shall be responsible and carry out the ruling for the people in practice but not only in oral.Moreover,prevent social groups participating in the mass disturbances and actively with the third party's help to resolve the contradiction between the cadres and masses to prevent the expanding and upgrading of the contradiction.Thirdly,once the mass disturbances break out,it needs to improve the emergency response mechanism for mass disturbances.To establish institutional guarantee mainly means to set up and improve the emergency disposal process for mass disturbances,perfect the emergency plan,build the rapid reaction mechanism,and properly mass disturbances should be solved in different ways according to different natures;the process should not only protect the legitimate interests of the masses in accordance with the law,but also reflect the rights and interests of the overwhelming masses;the most important is to fight crime and punish severely critical and hostile forces.As long as we recognize the nature of the events,and carry out effective methods to solve mass disturbances with scientific attitude,we can not only correctly solve the events that have occurred,but also can prevent the similar events in the future.
