Research On The Prevention And Disposal Of Mass Incidents Of Public Security Organs In Heilongjiang Province

In the process of sticking to the reform and opening policy and intensifying the reform of socialist market economic system in China,new social contradictions that have never been seen before have risen up in every field of society due to the profound changes in interest relations and interest patterns.If these social conflicts are not handled improperly,extreme events such as social unrest and petitions,petitions,demonstrations,marches and downstrikecan easily happen,even worse,it is more likely for people to disturb government agencies,key departments and loot national and collective property.Currently,the mass disturbance caused by non-confrontational contradictions are extensive and large,which have seriously affect social stability and economic development.Mass disturbance belongs to the social problem that China inevitably encountered during the period of reform and opening up.It is also the theoretical and practical problem that China must solve in the construction of socialism with Chinese characteristics.How to correctly understand and how to deal with it in practice has become a historical topic for public security organs in maintaining social stability.Based on the method of combining literature research,investigationand the post work in public security system,the research studied the concept,characteristics and nature of mass disturbance.Furthermore,we also researched its internal cause and growing trend with in-depth study of mass incidents related materials and academic literature on the of group events,for the reason of its occurrence and development trend on the basis of theoretical research.In addition,this paper research into the mass incidents prevention and disposal mechanism in view of the public security organs belongs to functional government departments.As an important force in the prevention and treatment of mass disturbance,the public security organs must understand its duty,develop the early warning mechanism so as to provide legal dialogue opportunities for people in mass disturbance.Also it is important to establish cooperation mechanism and other measures to actively prevent and handle mass disturbance.
