Study On The Distribution Of Macro-Control Power

With the rapid development of market economy of China, macro-control is becoming the major method of national economy administration, and the important part which affects people's livelihood. As the importance of macro-control in economy comes clearer, more attention are paid to the macro-control law - not in theory field, but also in practice, more and more relative research achievements come forth as well. It is generally idea that the power for macro-control is the core in macro-control law concept. Because the macro-control law is about how to distribute, executive and supervise the power. However, as a primary part of macro-control power theory, there's still much disparate understanding and divaricating on power configuration in research and practice process, which will directly affect the construction and operation of the theory of macro-control law. The precise connotation must be given to this important idea, which is an urgent task in the present macro-control law theory research that is significant to the practice of such a power. To accomplish this task, the author of this dissertation tries to set up a framework about the theory of configuration of macro-control power, in both theory and practice sides.Chapter one is the introduction, which briefly presents the background, significance and purpose of this research, as well as the view angle and logistic construction. Chapter two studies the macro-control power configuration and the theory basis. Firstly, on the basis of research on existing theories, the author makes the definition of macro-control power, which divided in to decision-making power, the executive power, and supervisory power. Secondly, she specifies the meaning of power configuration is to distribute power vertically and horizontally. Chapter three reviews the macro-control power configuration of foreign countries. By comparison among Western developed countries on their macro-control policy and executive status, the author is trying to find out the reliable experience. Chapter four reviews three macro-control examples during establishment of Chinese market economy, and points out the problems within. Chapter five makes some ideas to optimize the power configuration of China. Firstly, the author pointed out the distribution should follow three principals: centralization of decision-making, division of executive, and independence of supervising. Moreover, based on principles, a framework of power distribution is made. The macro-control configuration of China is more a practical problem than a theoretic one. So much deeper problems are waiting to be found and worked out. This article is far from enough. I will improve myself in my further study, work and research for a higher achievement.
