Research On Responsibility Assigning Mechanism Of Administration Decision-making Fault

Administration decision-making is the core tache of public management,and it has great influence on such fields as politics,economics,social and cultural of the country. Different kinds of decision-making defeat bring enormous economics loss,as long as the damage of the government authority.To establish modern liability-government is the target of administration reform. This dissertation focuses on the main body of administration decision-making,combined with theories of public choice and game theory,And then discusses on the responsibility assigning mechanism of administration decision-making fault from such angles of view as administration liability lawmaking,responsibility assigning main-body,the conduction mechanism of information.,using methods as follows: the agent theory,game theory and benefit expression mechanism.The conflict between the public nature of administration decision and the economics nature of decision-making main-body is the main reason of the decision-making fault. This paper discusses the influence of interest group on decision-making under the background of times. The faultiness of the benefit expression mechanism weakens the public nature of the government,and causes decision-making fault. Investment is one of the three largest impetuses of economics growth,so this dissertation discusses the repeat construction using game theory to analyze the decision-making between two local governments.Basing on the theoretical analysis of responsibility assigning mechanism of administration decision-making fault,using the method of comparative study,this dissertation puts forward advice from four aspects :perfect the lex of assignment of administration decision-making fault; strengthen the effect of main-body in deferent administration levels , optimize the administration entironment , perfect the corresponding job of the assignment of administration decision-making fault.
