Innovtative Research Of Water Pollution Control Legislation In China

The problem of water environment is one of the most important environmental problems in China and the whole world ,and there is no doubt that the core of water environment is the increasingly serious water pollution. Looking back at history of industrial development,we have ignored the water pollution for long time .All this are resulting the vast areas which are poverty in useing water encounter more ferocious water pollution. From the situation of whole China, Water pollution have spread from the eastern to the western , from the tributaries to the main stream, from urban to rural areas, from the surface to the underground, from the occasional change to the normal state. The water pollution incident of the Songhua River in 2005 indicates that China has entered a period of high water pollution, and in 2007 China entered the outbreak of water pollution stage. All crisis will affected the China's fate and the future seriously.In such a serious water pollution condition, the Water Pollution Control Act urgently needs to be revised. After three times committee for it , Committee meeting unanimously passed the "Water Pollution Control Act," in February 28 of 2008 year , and the new Act carried out on June 1 in 2008 year.Based on the advanced concepts and systems of developed country , thesis try to develop more innovative sysem from the view of legislative, judicial and administrative point and hope: first, solved the problem that the existing water pollution control laws not suited the grim reality. Second, provided new ideas to " Water Pollution Control Act" for the improvement. Third, played an important role in curbing the deterioration of water environment .
