Research On The System Of Administration Accountability And Governmental Executive Power

Started form the accountability of government officials, some local governments have promulgated regulations about administration accountability, the system of administration accountability has undergone a gradual standardization process. The great concern has given to the system of administration accountability by different communities who hope this new system can play an important role in influencing the government .Governmental executive power is the vitality of the public administration .The improvement of governmental executive power is the urgent need for the construction of modern government. Strengthen the supervision of administration is the key to improve governmental executive power. The system of administration accountability is the most important way of supervision of public administration.The first part of this article is the summary of the existing study of the system of administration accountability and governmental executive power, followed with a brief comment.The second part is the study of the relationship between the practice of administration accountability and governmental execution in western developed countries. The legislature and the judiciary, the public and the news media, the departments of the government, the opposition and interest groups, all of the above have important influences on the governmental execution.The third part is the analysis of the relationship between the layers of the system of administration accountability and the core elements of governmental executive power. The layers of the system of administration accountability are divided into: the political layer of accountability, the legal layer of accountability, the administrative layer of accountability, the ethical layer of accountability. The core elements of governmental executive power are: the power of the expression of the will, the power of administration according to law, the power of organizational leadership, the power of ethical model.The final part of this article is the measures of improving the system of administration accountability: to promote the building of the culture of accountability and to update the concept of accountability; to standardize the system of administration accountability; to improve relevant supporting systems such as the disclosure of government information, the assessment of government performance, the mechanism of leader' s selecting and using.
