The concept of implementation has been defined differently from the points of etymology, sociology,management science and government administration.Governmental executive ability is an overall strength,capability and influence which is achieved by the government and its civil servants through the way of integrating the existing resources,implementing the government policies and dealing with dally affairs.It distinguishes itself from other definitions.To evaluate the governmental executive ability,there is a three-dimensional perspective to be adhered to, which includes the realization of its tasks,the creation of its implementation structure and the satisfaction of its implementation receptors.The operating mechanism of executive power is the core issue of the governmental executive ability.To seize the logical line of the operating mechanism and further the study of the implementation of the governmental executive ability, the operating mechanism should be regulated and organized from the perspective of responsibility administration.The sense of responsibility,the relevant exploration on the executive ability,the "public servant" theory of Marxism,the power-responsibility consistent principle,the principal-agent theory,the transaction cost theory and the analysis of human nature of modern study on organization behavior lay the theoretical basis to assess the governmental executive ability from the point of responsibility.At present,the government has made great efforts to strengthen governmental executive ability,including promoting administrative accountability,improving governmental executive ability,implementing the administration according to law,regulating the governmental execution, promoting main system reforms and straightening out the operating mechanism,which altogether have achieved some positive results.However,there are many problems and shortcomings in the existing governmental execution,which are found in such ways as weak implementation of the policies,non-fulfilled and non-executed administration,abusive discretion and chaotic achievement.When the governmental execution is analyzed from the perspective of responsibility administration,several reasons for the unsuccessful governmental execution are found.First,the governmental management structure is vertically divided which leads to unbalanced responsibility and power;the government longitudinal function division presents a characteristic of isomorphic responsibility,and the government crosswise function division presents a characteristic of being overlapping,divided and identical,as a result of which,power and responsibility are uncoordinated on the macroscopic administrative construction.Second,due to the lack of rules on the governmental execution surveillance,unreasonable surveillance methods, the lack of independence of the surveillance system and inefficient surveillance,executive responsibility surveillance is imperfect.Third,the evaluation work is not taken seriously,and due to the non-instituted evaluation,unscientific system and the wrongly-dealt results,there is a lack of the execution responsibility system.Fourth,there are problems in the encouragement measures of wages,promotion,honor and competition,which lead to a unscientific responsibility-realization-encouragement mechanism.Fifth,as a result of the unsound accountability legal system,unclear accountability body,incomprehensive object and the narrow accountability scope,etc.,the accountability system is not sound.Sixth,the phenomena of patriarchal system,officialdom and some hidden rules create a responsibility culture missing.On the basis of above-mentioned analysis,the governmental executive ability is improved by enforcing responsibility administration,and some specific measures are proposed in the following:First,power and responsibility should be separated by the way of optimizing responsibility administration structure,improving department responsibility administration and dealing with the coordinating mechanism of the intermediate duties.Second,the surveillance mechanism should be improved by optimizing the surveillance system,strengthening the independence of the surveillance bodies and perfecting the legal proceedings.Third,the evaluation system of executive responsibility should be improved through the way of enhancing the awareness of the governmental executive performance,legalizing the governmental performance evaluation and facilitating the standardizing of the executive performance evaluation.Fourth,the responsibility encouragement measures should be enhanced such as wages,promotion,competition and honor.Fifth,the accountability mechanism should be perfected by the method of making clear the accountability bodies,realizing comprehensive accountability,regulating accountability procedures and proceeding administrative accountability etc..Sixth,a kind of responsibility culture should be built by strengthening the systematic culture construction and building the sense of responsibility for the civil servants.
