The Innovative Research Of Our Country's High And New Technology Industrial Development Zone In New Era

Having been rapidly developed more than twenty years, China's high-tech zones have obtained remarkable achievements in every aspects and basically formed an environment for innovation and entrepreneurial. But with the rapidly progress of the world's economy, science and technology as well as China's accession to the WTO, the existing administrative system of China's high-tech zones has appeared some obviously inadaptability which seriously hampered the further development of China's high-tech zones.Based on the concept of scientific development and innovation and supported by the relevant theories of public administration, this article begins to discuss with the combination of theory and practice and the utilization of the research method and focuses on the innovation issues of high-tech zones'administration which urgently need to be settled in current national high-tech zones'"Second Venture"and how to innovate high-tech zones'administrative system.The first part mainly introduces the research background and significance of the article, the literature review about high-tech zones at home and abroad as well as the basic framework and research methods; The second part firstly presents the connotation and features of high-tech zones and high-tech zones'administrative system, and then intently analyses the necessity of the innovation of China's high-tech zones'; The third part recommends the current administration system mode and operational state, and then intently dissects the main issues existing in administrative system and searches for the reasons; After the brief presentation of the survey of high-tech zones at abroad and through the analysis of its type and operational state, it concludes the successful experiences of the designation and operation from abroad high-tech zones administrative system and the enlightenment to China's high-tech zones administration system innovation. The last part firstly recommends the elementary condition that we have possessed and then puts forward the objection and principal to innovate high-tech zones, and according to the main issues and drawing on the experience of the successful experiences from abroad, we finally intently address the choice that we can make in the process of high-tech zones administrative system innovation in the new period.
