Study On The Construction Of Credibility Of China's Local Governments

Credibility is an important cornerstone of building a harmonious socialist society . Building the harmonious socialist society must be promote the moral rule, and the Government's credibility as a basis for social credit system plays an important role in building a socialist harmonious society. At present, our government attaches great importance to the credibility of its construction in building a socialist harmonious society and the process of the rule of law, the level of power, ability and credibility of the Government has been constantly upgraded and improved. But we also see that some local governments still lose the trust of the people frequently at some of the public administration and public service issues, causing damage to the interests of the people. Credibility of local governments are rapidly becoming a widespread concerning issue, the academic research on this issue was the growing momentum. In this article, through the summary and analysis of the status quo of the lacking on local government's credibility , exploring the path of faith-building of local governments, promoting some countermeasures and suggestions, hoping to better promote the building of local government's credibility.The main contents of this article consists of three parts:Part I is the problem of local government's credibility and research significance , description on the status quo of local government's credibility research at home and abroad, thesis research methodology and the logic ideas. Domestic current research of local government's credibility is still in its initial stage, all aspects of research to be deepening. First, on the theoretical aspects of local government's credibility, there is no scientific conclusion on local government's credibility, there is great room for the study of the local government's credibility to build the theoretical foundation, as well as on how to learn from other results of scientific research .Secondly, it is blank that how to accelerate the empirical research of local government's credibility and provide services for local government's credibility-building , which is much-needed in the development of reality. Finally, it's non-system, imperfect, lack of targeted and maneuverability with regard to the building of local government's credibility. In recent years, driven by academia and local governments, some local businesses and individuals in the ethical management has set up a mechanism for evaluation and management, but it has not attracted the academic sufficient attention on local government's credibility that is the cornerstones of the social credit system, the study are lack on the depth and breadth, it's clearly lagging behind the building of a harmonious socialist society needs.Part II is general theory analysis of the Government's credibility. First of all, the author promote the scientific definition on Government's credibility from the public and the government perspective. The Government's credibility refers to the state administrative organs get the good faith abide by the rules, to comply with promises made in practice and the trust agreement, it is the subjective evaluation or value judgments as the object of public administration and social Organization of the Government's overall image. Secondly, introduced the theory of government's good-faith sources. Again, in light of reality, promoting the evaluation criteria of the Government's good faith from five perspectives, the law degree of the local government acts, democratization of decision-making level of the policy stability, administrative and moral standards of civil servants, the satisfaction level of the government services provided. Finally, the analysis of the practical significance of local government construction are: to establish credibility of local governments are in favor of the legitimacy and authority of local governments; in favor of local governments to curb corruption and establish a good image of the local government; in favor of the whole system establishment of social credibility . Part III citing a number of performance of local government's credibility missing in light of the imbalance of the status quo of China's construction and development .Namely: the lack of policy stability; transparency of administrative decision-making is not high; fraud number is serious; local protectionism is prominent; Civil Service administrate in violation of the law; the government breach of agreement and doesn't perform their duties. On this basis the author analyzes the reasons for lack of good faith. In my view, the nature of the government "economic man" is the root causes of government credibility lacking; Lack of government credibility systems are the practical reason for lack of government credibility; the local government's own capacity limitations are the internal reasons for lack of government credibility; the negative effects of traditional culture are external reasons for lack of government credibility ; local government performance evaluation mechanisms are important reasons for lack of government credibility.Part IV promoting the suggestions of strengthening local government's credibility. Changing the government's concept to establish the concept of good faith; clearing the government's responsibility, transforming government functions; well-established system of laws and regulations, strengthening the credibility system; improving the supervision system to promote the credibility supervision; reforming and innovation, establishing a scientific mechanism for performance evaluation of local government; based on credibility, building to strengthen the civil service; promoting the credibility culture, create a good atmosphere of social good-faith; and further pointed out that the construction of credibility is a comprehensive and systematic project, the need for in-depth theory study and practice at continuous research; it can not be completed at once, it will be a gradual establishing and implementing process.
