The nature of policy implementation is the revolution based on policy instructions. It is the process by adjusting behavior patterns to achieve the policy goals and also the activity to have one policy implemented. To a certain extent, implement is a key to have a policy goals realized. G. Allison(the Policy expert of US)said that"there are only 10% determined by planning during policy implementation, the rest 90% by implement". That means implementation play the most important role in the policy results. It is the key link of the implementation process, the only way of policy goals achieved and the main contend of the government administrative management. It is closely related to reform and opening up and harmonious society. It also aroused the authority's attention. HuJintao (chairman of PRC):"To make the overall scheme of the administrative system, to change the function, to refine the relationship, to optimize the structure and to improve the efficiency. It is responsible, reasonable, scientific and powerful to form a new administrative management system."Since reform and opening up, CCP and Chinese government have promulgated a series of correct policies. Just since efficient implementation, we got lots of changes in 30 years and gained brilliant success. However, it is not denial that some restricting factors really limit implementations to lead to inequality of information, limit of human being, preference of vested interests or even accidents. All of these could cause policy implement weakly, miss-understanding or refusing. The result is low and wrong effect.How to execute the policy correctly is the key to keep the government effect on economy and society. The supervision and inspection (SI) are necessary, which have been proved by much practice. In the light of is the unique position of SI in the administrative system, SI could promote, control, coordinate, feedback, prove and assess the"policy", SI could supervise and control any part of policy implement, and at the same time discover and rectify the policy deviations.In the view of political practice, supervision and control on policy still the problem of governments in the whole world. Therefore, the study on SI is on the agenda. It is the duty of discovers of theoretical research and supervision in wild field to connect it to the practice of modem administrative management and integrate the other profits in the more scientific wayIn new period, the function of policy impliment SI in China has been more specific, in the same time, the division of SI is clearer. The study on SI theory is becoming further. Some internal research material has been published gradually. But most of these are based on report or essay level, the Systematic research is still blank. The theory of SI is lake of the comparative analysis and theoretical support. On the other hand, the advancing practice of SI is intensely the demand to the theoretical support such as mechanism, rules, methods, consciousness, role positioning, SI with leading science and SI with social management etc. As a professional SI officer the author gives SI theory further employments on the basis of fully utilizing home and broad top SI scholar research on polity implement level. Author especially aims to improve the SI method and the policy implement effect.The thesis tried to give some ideas and suggestions in innovation of SI methods in order to move on policy implement on the research of the SI practice and theories, analysis of the main problems in SI process and the study of SI basic effect. This thesis has strong realism trend, which is try to combine administrative implement theories and SI theories. It aims to find the theoretical and practical support. It is expected to help the realistic SI works.SI is only one of important ways in improving policy implement. There are a lot of factors which can influence implement results such as environment, the size of resources investing, and the scientific degree of policy etc. The complicated policy implement also causes the various ways of it in promoting. The thesis is the main study on the ideas and ways of resolving SI in improving policy implement in the view of strengthening idea and function of SI subject and the inspiration and limits on the policy implement subject. On the whole, this thesis is just a preparatory research on the study of the effect of SI on policy implement. There are a lot of problems unresolved. Since the length of writing and the level of the author, the thesis may have some shortcomings on this study. It is only attempt and hoped that it can contribute to the theory of SI improving policy implement.
