The Empirical Analysis Of Evaluating The Implement Effect Of Technology Innovation And Entrepreneurship Public Policy And Service

The innovation and entrepreneurship economy is beneficial to push innovation strategy,improve industrial structure,better market economy and develop innovation and entrepreneurship culture.Shaanxi undertakes the key mission and carries out many related policies.Based on extensive literature research and theories of policy awareness,policy satisfaction and public service,this paper built a model of policy awareness,policy satisfaction,public service process,attitude and quality and entrepreneurship performance.The author testified hypotheses with the data of 200 small-and medium-sized companies from Xi'an,Xianyang and Baoji.The author applied the Fuzzy Comprehensive Analysis to measure the policy satisfaction on taxation,finance,business,talent and students abroad.Besides,this paper utilized the IPA quadrant diagram to explore key influencing elements.The result shows that policy awareness,public service process and quality have the direct effect on policy satisfaction,policy awareness regulates the relationship among public service process,attitude and policy satisfaction,and policy satisfaction plays an intermediary role between public service and entrepreneurship performance.Also,respondents are not satisfied with all the policies.There is a difference of policy satisfaction among different cities.Xi'an entrepreneurs are satisfied with policies,Xianyang entrepreneurs agree with policies even though policies of business,talent and students abroad are not perfect,and policies of Baoji are not identical with the expectation of entrepreneurs.Based on such result,the government should strengthen the awareness of existing policies and satisfaction of formulating,implementing and supervising,and innovate the process reengineering to promote efficiency.Also,add,delete and improve detailed policies on taxation,finance,business,talent and students abroad.Plus,take different measures on Xi'an,Xianyang and Baoji with the same goal.Xianyang should pay much attention to policies on the business,talent and student abroad.Baoji needs to improve the policies comprehensively.Xi'an must improve the taxation and talent policies deeply,strengthen the feedback system and develop analytical methods.This paper,finally,provides practical experience and solutions to the real world problems.
