"The country is rejuvenated by people and governed by talents".Talents are the important promoters of social development,and human resources are the most basic"cornerstone" of human society,play a key role in social development and innovation.General Secretary Xi Jinping attaches great importance to talents.In May 2016,he put forward the importance of building a talent system.In March 2018,General Secretary Xi emphasized the importance of talents as the first resource.In the report of the Nineteenth National Congress of the Communist Party of China,the importance of human resources has been emphasized many times,and the judgment on talents has been described a lot.It is clearly put forward that "accelerating the construction of a strong country with talents" and that more attention should be paid to the openness and effectiveness of the talent policy in the formulation and implementation of the policy.Under the background of high-quality development in the new era,the importance of talent resources as the first resource has been widely recognized,and it is also reflected vividly in the "talent war" in various places.At present,the research object of the talent policy in academia is mostly focused on the talent policy itself.What are the motivations and constraints of the talent policy in local government?On the other hand,Many scholars pay too much attention to the problem of policy-making and the problem of talent policy itself and the research of countermeasures,but there are few studies on the evaluation of the effect of talent policy innovation.What aspects can be optimized to improve the effect of talent policy innovation need further study.The research contribution lies in the creative integration of the new institutionalism theory and the theory of institutional diffusion,attempt to find out an internal link between the theory of institutional diffusion and the theory of new institutionalism,and the conclusion that the driving factors of current talent policy innovation are mainly by the internal superior authority,inter-governmental learning,inter-governmental competition and the external economic development and social normsAt the same time,based on the data and policy texts of talent policy innovation in six provinces and one city in East China,the problems in talent policy innovation are analyzed,the reasons for policy innovation are analyzed based on the motivation of talent policy innovation,and the promotion strategies are put forward to promote local governments to attach importance to it.According to the innovation of talent policy,we should formulate a talent policy with competitiveness and local characteristics.
