Party-building is one of three powerful weapons of the Communist Party of China that defeated the enemy in the revolution and also is the important political safeguard of making the great achievements in the Chinese modernization construction. As the basic of the party, basic-level organization of party is the foothold of all work of the party and also is the political core of politics and Social organization's of all levels and all kinds. To the importance of party-building of the basic-level organization, the fourth session of the 14th National People's Congress elaborated: basic-level organization of party is the basic of all work and Battle efficiency of our party. It carries the important responsibility that directly connects with, publicizes, organizes and unites people and carries out the party's route and policies in the basic-level party. The reform advancement, the economical development and social stability, must depend upon the fighting-fortress function of the basic-level party organization and the pioneer exemplary of party members. We must try our best to build the basic-level party very well. It is wrong and harmful to loose building of basic-level party and weakening the function of basic-level party."The State-owned enterprises are the leading force and the backbone force of economic development of our country. As the irreplaceable constituent in the Party's Basic-level organization of our country, the party organization of state-owned enterprises plays the important role. Therefore, how to strengthen the party-building of state-owned enterprises has become a new task that could consolidate ruling status of the Party and improve the ruling ability of the Party. Using some research method like theory analytic method and comparison analytic method, the thesis studies the present condition and problems of state-owned enterprises and brings forward the basic thought and feasibility method that could strengthen the present work of party-building of state-owned enterprises.This thesis divides into four parts:The first part is the connotation and the theory basic of party-building of state-owned enterprises. It analyzes Party's theory of Marxism, party-building theory of Leninism, Mao Zedong Thought, party-building theory of Deng Xiaoping Theory, Jiang Zemin""The Three Represents""the important thoughts and states fully the powerful theory basic of the State-owned business party-building.The second part elaborates the development process and the importance of party-building of state-owned enterprises. It fully states the theoretical and practical significance of strengthening and improving stated-owned enterprises party-building. The State-owned business has experienced the transitional stage that the planned economy transformed to market economic, the socialist market economic system stage and the stage that discussed to suit company management structure of state-owned enterprises. Party-building work of state-owned business made adjustment correspondingly along with reforms and adjustments of the State-owned business. With development of the state-owned business, it is imminent to strengthen and improve the work of party-building in the state-owned enterprises.The third part elaborates the present situation and achievements of party-building in the stat-owned enterprises. From the point of the external environment and the Party organization, the thesis analyzes the new problems that the part-building in the state-owned enterprises has to face,: influence and restriction of domestic and international to party-building work, power authority and function of party organization weaken obviously, the party organization and the daily system is not perfect, the party member ideological awareness reduces and party-building culture does not accord with the enterprise culture.The fourth part analyzes the work of the stat-owned enterprises on the basic of the above statement and proposes solutions of consummating the work of party-building in the state-owned enterprises: innovating the thought way, changing thought and strengthening the thought construction of party-building; innovating the working way, changing the surrounding to the participating; innovating the party building culture, unifying it with the enterprise advanced culture.
