A faithful government can promote democracy and legal system construction, facilitate fairness and justice, thus guarantees a stable, orderly and dynamic society, and corresponds with the current condition of the country, the party and the people in China. Meeting the public's rights to know, government should make information known to the public timely, accurately, intact and legitimately, which is the only way to boost public faith in government administration.With the fast development of information technology, higher voices for making public more government information emerge. However, due to the influence of traditional ideas, the defectiveness of related legal framework and imperfection of public surveillance, the disruption of good social order and depreciation of public psychological endurance are inevitable in administration, particularly when public emergencies and serious natural disasters come to attack. Failing to open all related information the first thing, the public may get into panic, or even disturbance because of rumors, not to mention cooperate actively with government to cope with the crisis. Thus it'll be more difficult to defeat public emergencies, and public faith in the government is about to decline.The thesis proceeds with the influence of open government information to credibility of government, firstly defines the connotation and denotation of government's credibility and information disclosure. Afterwards, it introduces the subject, object and manner of government information disclosure, which identifies the subject's types, formulates the opening forms and clarifies the opening scope. This part can be regarded as theoretical basis for constructive suggestions in improving government's credibility, as well making government information more publicly known and more efficient.The second part dwells on the influence of open government information to credibility of government. It analyzes the dominant role open government information plays to government's credibility construction in terms of the government, the people (the objective of administration), the public voice, social influence and international conventions. We are told that open government information is necessary for reinforcing validity of administrative policies, protecting & thinking highly public's rights to know, guiding the media scientifically, stabilizing public feeling and promoting closer relations between China and other nations. It is of great and far-reaching significance.The third part analyzes the current situations of open government information, especially existing problems and their causes by exemplifying some typical cases. At the very beginning, it indicates the existing problems by combining with several typical cases, and then deeply analyzes its causes. At the end of this paragraph, it points out that the antediluvian ideas and the imperfection of legal system are the main causes of the lack of social credibility in the current process of open information of government.The last section formulates government information opening principles and clarifies some"musts"in the process of opening. Only by abiding by such principles can we open government information at a greatest extent, and improve public faith in the government. This part also analyzes the feasibility of opening government information, what's more, puts forward reasonable opinions and suggestions. The innovative point lies in the"5W"pattern, which will help the open of government information. Of course, the applications of these 5 elements are discussed respectively. There are also some feasible suggestions in terms of perfecting legal system and attached law articles aiming at improving the open of government information. The author displays his own opinions on how to scientifically guide the media and exert the third party's surveillance. By all the reasonable suggestions above, the author hopes to help to achieve a more faithful government and the opening of government information at a larger extent.
