The information resource of government is not only the strategic resource in information economy era, but also the most important resource for citizens and organizations to supervise the government protect individual rights and enhance the social development. In order to make full use of government information, optimize the resource allocation and improve the effectiveness of the government, this kind of information should be open to and be shared by the public. The open government information system should be drawn up to make standardized and keep efficient management in long run and make sure that each person and organization can make full use of the government information. Then government can run under the policies of efficiency, justice, transparency to run the responsibility, protect the legal rights of citizens, enterprises and other social legal organizations.UN decisions, American Nations Human Rights Act and European Human Rights Act regulate that citizens have the freedom right of information, emphasize that individuals and organizations have the right to get information from government. In many countries, the right has been confirmed by the Constitution and the special law. Since 1990s, the open government information has attracted much attention. The new government management has been raised since government began to open government information by government-on-line and shared by the public. In China, after the reform and opening to the world, the government set the policy of open government information as the way to guarantee the citizens' democratic right, democratic supervision and protect citizens' the rights and benefits. Chinese government paid more attention to standardization and protection right by setting up laws and regulations. And some provincial governments fulfilled the practice. Comparing with the western countries, the open government information system in China exists a great gap, such as the basic concepts, procedures and practices. Due to economic, political system and cultural context, there are so many differences exists between China and foreign governments on how disclosing the information, how to keep the personal privacy and secrecy, and how to arrange the relief. We can learn many good experiences from these advanced countries.In this article, the author compares, analyzes and summarizes the differences of the open government information system between China and foreign countries to draw some useful experiences. Some referential suggestions are made on how to improve the open government information system of China.
