Study On An Analysing Model For Policy Termination

It has been about half a century since the theory on policy termination come into being . It is a course of 50 years which has witnessed the entire growing process of the policy termination. At the beginning, there was almost no theory on it. With the developing of policy sciences ,the theories on policy termination began to appear and increase in large number . Policy termination is an indispensable part of the policy process; however, it has for a long time been a relatively understudied one. The study of policy termination can be traced to 1950s; even then, there was seldom study on this subject. This is partly due to the fact that the study on policy process is concentrated on making the policy instead of carrying out of certain policies. It was not until the mid-1970s that policy researchers come to understand the necessity of practical policy actions .Since then ,the policy termination began to enter the sight of the policy makers. After then ,more and more researchers began to emphasize the policy termination and devote themselves to the study on this subject. Compared to western countries ,the study of policy in China is much less,and there is almost no any special study on it .The reason is that there are few practical cases on policy termination which can be used for studying. So this is the very reason why I choose this topic as my graduate thesis.At the beginning of the article I have conceptualized the term of policy termination and pointed out the types and value of the policy termination. In the second part,I have put right the theories on policy termination suggested by the western scholars. But, I must clarify that this is not my ultimate target .what I want to do is to get a comprehensive analyzing model that is useful for the study of policy termination. In my article I use two cases typical in China to support my opinions. One of the case concerns the termination of bankruptcy policy of stated owned enterprises ,another is about the regulation of railway and telecommunications industries.By analysing these two cases with the theories developed by western scholars ,I have got a model which benefit the study of policy termination.All though there are still much problems concerning the article, it is meaningful attempt to challenge such an issue.
