Research On Policy Termination Process Of China's Public Policy From The Perspective Of Multiple Streams Theory

In recent years,economic and social development is changing rapidly in China,and harmful policies appear frequently.We should know policy termination is a key link in the policy cycle,and it can play an important barrier function for preventing and correcting errors,making full use of policy resources,improving overall administrative efficiency,improving service quality,enhancing public interest,promoting political justice,and maintaining social governance.So we should not lack of theoretical thinking and realistic advancement on policy termination.Therefore,this research takes successful cases of policy termination as the main content,and makes an in-depth analysis of the policy termination process from the theoretical and practical cases to improve research system.In view of the complexity of the domestic termination process,the study is based on John Kingdon 's theory of Multiple Streams,retaining classic analysis factors,and incorporating policy termination obstacles in this paper.The analysis framework can not only clarify the dynamic changes of the influencing factors,but also provide a new perspective for the complex influencing process of each subject.After establishing the analytical framework,the research starts from the significance and theresearch review,combines four typical success cases,summarizes the four ways of policy termination in the real situation,use Case Analysis Method and Comparative Research Method to establishes a reasonable and clear argument,construct a model of policy termination in China,focus on the organic combination of real casesThrough research,we can conclude that the process of the policy termination is essentially similar to the policy agenda,and it will be affected by factors such as problems streams,policies streams,politics streams,and policy termination obstacles.If there are deviations in the operation of the policy,the problems streams will be highlighted and attract the attention of all sectors of society,but the topic which can be adopted by the government needs to obtain an appropriate alternatives.At this time,the policies streams begins to produce professional suggestions,propositions,and plans.Then politics streams will create the most appropriate time to policy termination.If problems streams,policies streams and politics streams are combined and break through numerous obstacles to open the window of policy,there is an opportunity to push the harmful policy into the policy termination agenda.
