Public policy termination is a basic link in the policy process, it plays animportant role in the policy process, and it is also an important means of policyadjustment. But to other parts of the policy process, the research of policytermination is obviously lagging behind, which not only displays in lagging behindthe research of other parts of the policy process, but also lagging in the reality andneed of policy termination. Because our country is at the period of the social transitionand economic transition, many old policies which don’t adapt to the new systemestablishment urgently need to end, but the current results of policy terminationresearch can not meet the actual needs of China policy termination, and the lack ofempirical research of policy termination leads to our country ending someinopportune policies by a form of sports or red head file in the practice of thepolicy termination, this kind of form of the policy termination don’t conform to thepublic policy rules, so there are often some barriers. So it results in frequent policyconflicts and caused very serious negative consequences. So the topic of this article iswithdrawing of the Peking office, which carries on the theory discussion form theaspect of the obstacles and countermeasures of policy termination.The thesis is divided into five parts: The first part is the introduction, whichintroduce the main idea on the basis of elaboration the reason and significance of theselected topic, literature review of research, theoretical foundation of research, andresearch ideas, methods and possible innovations. The second part is the overview ofwithdrawing of the Peking office as the policy termination, and it defines the coreconcepts of public policy, public policy termination, the Peking office and so on, andit also gives a more detailed description of the process of withdrawing of the Pekingoffice. The third part summarized the influence factors which lead to the policytermination. The fourth part points out the concrete manifestation of the policytermination barrier, and analysis the reason which leads to the policy termination barrier. And the last part is countermeasure discussion, based on removing the policytermination barrier, and proposes five aspects of the concrete countermeasures, suchas the concept of establishing policy termination, dredging participation channels,improving execution of the policy termination, establishing the benefit coordinationmechanism, and accelerating the construction of policy termination procedure.
