Career plateau was advanced by Ference, who put forward career plateau is one stage in individual's career development and the possibility for individual's promotion at this time is very small. However, in our country the study on career plateau is in its prime, especially empirical study. The empirical study on career plateau of civil servants in Macao is blank.The study is divided into four steps: the first step, the collection of items and preparation of the questionnaire. The study uses literature, interview method to collect items, which compose the initial questionnaire of career plateau of on career plateau of civil servants in Macao. The second step, the initial questionnaire is surveyed. Exploratory factor analysis is used to analyze the collected data. Then the formal questionnaire is finished; The third step, the formal questionnaire is surveyed. Confirmatory factor analysis is used to analyze the collected data. The forth step, One-Way ANOVA and T-test are used to test differences in demographic variables.The structure of career plateau and the impact of demographic variables on career plateau of civil servants in Macao have been studied. Main conclusions of this research are as following:(1) The career plateau structure of civil servants in Macao presents relatively independent four-dimension structure: Promotion Plateau, Skill Plateau, Attitude Plateau and Demand Plateau.(2) "The career plateau of civil servants in Macao questionnaire" has favorable split-half reliability, homogeneity reliability and construct validity, which accord with the demands of psychometrics.(3) The demographic variables like age, work time all have significant effects on career plateau of civil servants in Macao or four dimensions of career plateau of civil servants in Macao.
