Military monitor is the important component element of the PLA. As the leaders of soldiers and the lowest officer, they directly organize and perform military education, training and staff work. They are staff and assistant as bridge and bands of soldiers and officers. And selecting good monitors is crucial for the development and construction of the army. So studying the competency of the military monitors, assuring its component and selecting monitors scientifically is very important to furthering the level of drive, cohesion and battle effectiveness in army.The present research aimed to study the competency model, establish and evaluate the method of selecting monitors based on the requirements of military modernization, and provide scientific theoretical basis and practical tools for the psychological selection, training and evaluation of the monitors.In the present study, 31-item questionnaire of competency for military monitors was built with methods of self-report questionnaire and semi structured interview. 550 officials and soldiers were subjected to complete it. Based on the results, a theoretical competency model with 3 dimensions and 28 items was established. And 1520 officials and soldiers from the navy, army and air force were investigated using the questionnaire based on the model. Then we used exploratory factor analysis and confirmatory factor analysis to analyze the data to confirm the model. Then the model was verified with 360 degree performance evolution to prove the concurrent construct validity. At last 17 items were reserved to form the military monitor competency model, which could discriminate good monitors and average ones well.Main results and conclusions:1. A competency theoretical model with 28 items for military monitor was established. The 28 items were:sincerity, wish to be better, confidence, justness, self-examination, being carefree, prestige, being intelligent, thought of competition, being example, ability of persuading, being courageous to undertake consequences, ability of adaption, go-aheadism, ability of social intercourse, operating ability, discipline, cooperation,ability to solve problems, ability of organization and coordinate, democracy, flexibility, understanding others well, interpersonal relationship, sense of responsibility, providing service, ability to encourage others.2. Using exploratory factor analysis and confirmatory factor analysis to explore the internal structure of the model. 3 dimensions were established, which were personal particularities, particularities as leaders and abilities to coordinate the team. Sincerity, wish to be better, confidence, justness, self-examination, being carefree, prestige, being intelligent were included in personal particularities. Thought of competition, being example, ability of persuading, being courageous to undertake consequences, ability of adaption, go-aheadism, ability of social intercourse, operating ability, discipline, cooperation were included in particularities as leaders. Ability to solve problems, ability of organization and coordinate, democracy, flexibility, understanding others well, interpersonal relationship, sense of responsibility, providing service, ability to encourage others were included in the abilities to coordinate the team.3. The military monitor competency model was verified with 360 degree performance evolution using data from good monitors and average ones. And the model was reduced to 17 items.
