On The Cultural Construction Of Integrity Aimed For Improving The Administrative Environment

Corruption has a profound cultural origin, however, the influence of culture is basic and long-time. Constructing a clean government and anti-corruption is a contest between the culture of integrity and the culture of corruption in reality. Nowadays, accelerating the reform of the administrative system and improving the administrative environment has become an important task for the government at different levels in our country. And improving the administrative environment can't do without the administrative culture fit in with the reforming reality of our country. Currently, people talk much about the integrity rules and regulations in the realm of constructing a clean government and anti-corruption. However, any integrity rules and regulations will not last long without the strong support of the culture of integrity. Therefore, on the Seventeenth National Congress of the Party, Hu Jintao, the General Secretary of the CPC Central Committee, emphasized that, "we must foster a culture of integrity" , to "form advantageous ideas and social cultural atmosphere for constructing a clean government constantly", to support favorable condition and strong safeguard for developing socialism with Chinese characteristics.In 2001, Yinzhou first put forward the concept of the culture of integrity in our country and put it into practice boldly. Thus, the culture of integrity step out of Yinzhou to the whole country and was written in the Report to the Seventeenth National Congress of the CPC. From putting forward the concept to practice, Yinzhou has explored actively and worked hard, they have also obtained some achievements and accumulated lots of experiences. But at the same time, because of lacking knowledge and experiences, there are many defects in practice, such as the imperfect working mechanism, the bad administrative environment and the unreasonable work style, etc. All these lead to a result that the cultural construction of integrity in Yinzhou produces little effect, and it is difficult to play its basic position and cultural maintaining affect in construction of a clean government and anti-corruption. It is necessary to solve the problems to push on the work of the cultural construction of integrity continuously in Yinzhou, basing on the new situations and tasks and using the ready-made experiences.The research follows the guidance of improving the administrative environment. On summing up the course and way of the cultural constructing integrity in Yinzhou, the main achievements and basic experiences are evaluated objectively, the existing problems and reasons are analyzed. Then, a strategy is put forward and a "five-system" way is made clear for the cultural construction of integrity in Yinzhou in future, using the experience of Hongkong and Marco. In the finality, the problems requiring further studies are discussed. The author aims to help to form a theorized system of the culture of integrity, to promote the scientific nature and efficient nature in Yinzhou's practice and to arouse some good thoughts for public administration and constructing a clean government.
