The Research On The Governing Ability Of The CPC In The Building Of Harmonious Society

The Report of the Sixteenth National Congress put forwards, from the strategic level of long-term peace and stability, the major historical tasks of'strengthening the Party's governing ability and heightening the Party's governing level', emphasizing the construction of the Party's governing ability under the new circumstance in the new century. In October 2006, the document'The Decision of CCPCC on Several Major Issues Concerning the Building of Harmonious Society'pointed out that'the Party plays a key role in the building of harmonious society'. The CPC is the central leadership in leading the Chinese people to democracy, civilization, prosperity and harmony and the Party's governing ability is the fundamental guarantee for the building of harmonious society. The study of strengthening the Party's governing ability is both theoretically and realistically significant in solving the issues arising from the building of harmonious society so as to grasp the Party's governance rules and consolidate the Party's governing position.Based on the analysis of the meaning of the harmonious society, the background information and the relationship between the harmonious society and the Party's governing ability, this paper discusses the achievements and challenges in the building of harmonious society, analyses the deep cause of the insufficiency of the construction of the Party's governing ability and puts forwards the proposals for strengthening the construction of Party's governing ability in the hope to make contributions to the construction of the Party and the building of harmonious society.The paper is composed of three parts:The first part discusses the practical significance of the building of harmonious society and the significance of the construction of the Party's governing ability to the building of harmonious society based on the interpretation of the meaning of harmonious society and points out that harmonious society should include economic harmony, political harmony, cultural harmony, social harmony and ecological harmony. The proposal of harmonious society is raised in the critical period to meet the objective demand of the reform, which is helpful in promoting the Party's government ability, solving the insufficiency of innovation in society management system, and dealing with the current complex international situation. The strengthening of the Party's governing ability is beneficial to economic harmony, political harmony, cultural harmony, social harmony and ecological harmony in socialist society.The second part analyses the achievements and challenges in the construction of Party's governing ability in the process of the building of harmonious society. While pointing out the successful experience in economical, political, cultural, social and ecological construction, it further states several problems including the weakness in managing the market economy, insufficiency in building the socialist democratic and legal system, lack of experience in social construction and management, lack of ability in building socialist harmonious society and lack of ability in the Party's self-construction, and hence makes further analysis from the perspectives of ideology, regime, and the changeable objective environment.The last part proposes the counterstrategies for construction of the Party's governing ability in the building of harmonious society and offers measures for the strengthening of the Party's governing ability from the following aspects: controlling the development of market economy; promoting socialist democracy and the legal system; strengthening the social construction and management; enhancing social risks management; promoting the construction of socialist harmonious culture; and heightening the Party's self-construction .
