It is universal that the rule of law is used as a basic means to maintain country security and social order. In 1999, ruling the country in accordance with the law and building a socialist country of law is written in constitution of the people's republic of china, which is the milestone in the development of China's legal system. Ruling the country in accordance with the law and building a socialist country of law is that any action in managing state should be controlled in the orbit of law. As a subsystem, comprehensive management of public security (CMPS) should be necessarily ruled by law. The article argues the question how CMPS is ruled by law in new situation, including six parts:The first analyses the basic situation of CMPS at present. The second expounds the need and likelihood of CMPS's being ruled by law. The third discusses the primary questions in ruling CMPS by law. The fourth puts forward the proposal that the law of CMPS and other the related administrative laws, departmental provision and standard should be constituted in order to rule further CMPS. The fifth discusses the important role of CPC's lead and policy in CMPS. And the last emphasizes the role of socialism morality construction in CMPS.
