Freedom of opinion and expression is one of the most important and basic principles among all the rights of freedom. As a core and soul of the essential right, the press freedom has been grown up the rights scope of clause protection. Free media play a crucial role in building consensus and sharing information, both essential to democratic decision-making and to social development. A free press is not a luxury that can wait for better times; rather, it is part of the very process which can bring about better times.This thesis adopts literature-oriented research into the International Treaties and Law, from which spreading out almost every principle about standard of opinion and expression freedom. By purchasing the freedom of press, the author analyzes the protections as well as the restrictions of the right. And then a brand new standpoint is given—freedom of press is the core and soul among various standards of press in the international treaties and law. Furthermore, according to the comparative study of four countries'internal legislation situation in different types, some universal principles are revealed. Last but not least, the author pays attention to the domestic situation and makes an exposition on the international treaties on human rights that China has acceded. Up to present the Chinese Government has always adopted a responsible attitude to fulfill the obligations it has undertaken. Look forward to the futurity, the article suggests that it is a suitable moment (prior to approval of the International Covenant on Civil and Political Rights) for China's legislation on media which is vital to combine protecting press freedom with preventing the abuse of press freedom, and only by so doing, can mass media serve as the mouthpiece of the party and government meanwhile, act as the carrier of speech freedom and publishing freedom.
